Contract Award: Enrique M. Barrera Parkway Phase 1 (Old Highway 90 Area) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to J3 Company, LLC in the amount of $6,765,052.04 of which $485,525.19 will be reimbursed by San Antonio Water System (SAWS) and $543,634.46 will be reimbursed by CPS Energy for the Enrique M. Barrera Parkway Phase 1 (Old Highway 90 Area) project, a 2017 Bond funded project, located in Council District 6. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $9,000,000.00 for street and sidewalk improvements for the Enrique M. Barrera Parkway Phase 1 (Old Highway 90 Area) project located in Council District 6.

 

This project is the first phase of a multiphase plan to improve the street, drainage and sidewalks along the Highway 90 area of Enrique M. Barrera Parkway.  Phase 1 improvements will include a mill and overlay with curbs, new sidewalks, storm drainage and traffic signal upgrades between State Highway 151 to 36th Street.  The additive alternate included as part of this contract will provide for new underground storm sewer, water and gas utilities, which will be installed starting from the intersection of State Highway 151 and Enrique M. Barrera Parkway extending east of 36th Street.  Construction is anticipated to begin in November 2020 and be completed by December 2021.

 

Procurement of Services

This project was advertised on August 5, 2020, for construction bids in the following media: San Antonio Hart Beat, the City’s website, the Texas Electronic State Business Daily, TVSA, and through electronic bidding site CivCast.  Bids were opened on September 11, 2020, and five bids were received.  Of these, J3 Company, LLC submitted the lowest responsive bid as indicated in the included matrix. 

 

This contract is awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 22% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  J3 Company, LLC has committed to meeting these goals.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise the project; however, considering the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $6,765,052.04 payable to J3 Company, LLCOf this amount, $485,525.19 will be reimbursed by SAWS and $543,634.46 will be reimbursed by CPS Energy for completion of the necessary utility infrastructure adjustments related to the project.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including an additive alternate to J3 Company, LLC in the amount of $6,765,052.04 of which $485,525.19 will be reimbursed by SAWS and $543,634.46 will be reimbursed by CPS Energy for the Enrique M. Barrera Parkway Phase 1 (Old Highway 90 Area) project.
