Contract Award: Task Order Contract for Pedestrian Mobility & Streets (Package 8) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a task order contract to San Antonio Concepts Construction, LLC for the 2017 Bond Program Pedestrian Mobility & Streets Projects (Package 8) in the amount not to exceed $3,308,858.00, of which $98,975.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments to its existing infrastructure related to the construction of sidewalks and other required work for the completion of pedestrian mobility and street projects located citywide.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, voters approved the 2017 Bond Program, which authorized $48 million for Pedestrian Mobility & Street improvement projects in Districts 1, 2, 3, 4, 5, 6, 7 and 9. These contracts will be utilized to complete sidewalks associated with pedestrian mobility and streets projects.  Projects are being identified and selected through coordination with Public Works staff and respective Council District offices.

Procurement of Services

This contract was advertised for construction bids on August 12, 2020 in the following media: San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, CivCast electronic bidding site, and TVSA.  Bids were opened on September 15, 2020, and six bids were received. Of these, San Antonio Concepts Construction, LLC submitted the lowest responsive bid as indicated in the included matrix.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority, and women owned business participation on the contract. The Goal Setting Committee set a Minority/Women Business Enterprise (M/WBE) subcontracting goal of 24% and an African-American Business Enterprise (AABE) subcontracting goal of 2% for the contract.  San Antonio Concepts Construction, LLC has agreed to meet these subcontracting goals.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a task order contract to San Antonio Concepts Construction, LLC for the 2017 Bond Program Pedestrian Mobility & Streets Projects (Package 8) in the amount not to exceed $3,308,858.00, of which $98,975.00 will be reimbursed by San Antonio Water System (SAWS) for necessary adjustments to its existing infrastructure related to the construction of sidewalks and other required work for the completion of pedestrian mobility and street projects located citywide. 

 

As part of the department’s continuing efforts to expedite project delivery and completion of 2017 Bond Pedestrian Mobility & Streets Projects, this task order contract will allow Public Works to handle multiple pedestrian mobility projects to be delivered through the 2017 Bond Program. 

 

This Task Order Contract is for the construction of sidewalks and other required work for the completion of pedestrian mobility and street projects located in Districts 1, 2, 3, 4, 5, 6, 7 and 9. These contracts will be utilized for projects identified and selected through coordination with Public Works staff and respective Council District office.

 

 

ALTERNATIVES:

 

As an alternative, City Council could request staff to re-bid this package; however, considering the additional time required for another solicitation process this would adversely affect the timely completion of the 2017 Bond Pedestrian Mobility & Streets projects in Districts 1, 2, 3, 4, 5, 6, 7 and 9.

 

 

FISCAL IMPACT:

 

This ordinance authorizes an amount not to exceed $3,308,858.00 payable to San Antonio Concepts Construction, LLC of which $98,975.00 will be reimbursed by SAWS for necessary adjustments to its existing infrastructure.  Adjustments will be reimbursed to the City by SAWS as projects are identified.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program. 

 

Requirements for each task order shall be detailed in the individual task orders assigned. The City makes no minimum guarantee pertaining to the volume of work.

 

 

RECOMMENDATION:

 

Staff recommends approval of a task order contract to San Antonio Concepts Construction, LLC for the 2017 Bond Program Pedestrian Mobility & Streets Projects (Package 8) in the amount not to exceed $3,308,858.00, of which $98,975.00 will be reimbursed by San Antonio Water System for necessary adjustments to its existing infrastructure related to the construction of sidewalks and other required work for the completion of pedestrian mobility and street projects located citywide.
