SUMMARY:

Briefing by the City Public Service (CPS) on the impact of utilities on housing affordability

 

BACKGROUND INFORMATION:

 

The Commission is currently working on a definition of affordability as it relates to housing. This definition will inform the Strategic Housing Implementation Plan (SHIP) and ultimately, how the City funds housing, and what is considered ‘affordable’ for the purposes of City support. To assist in the creation of the definition, the Commission has requested briefings from agencies whose services impact residents’ housing budget.

 

As part of their dialogue, the Commissioners would like to learn more about the impact utilities have on housing cost, for both residents and developments such as new multi-family rentals. They have requested CPS provide input on the following topics, including but not limited to:

 

                     Average monthly cost

                     Use of cost-reducing programs

                     Increase in late/missed payments during pandemic

                     Percentage of late/missed payments over all
