SUBJECT:
Airfield Improvements Package 7 at the San Antonio International Airport
SUMMARY:
City Council consideration of three ordinances related to projects receiving federal grants at the San Antonio International Airport:
A. An ordinance awarding a construction contract to SpawGlass Civil Construction, Inc. (SpawGlass) for the Airfield Improvements Package 7 (Package 7) project in the amount of $10,904,545.47. The scope of work authorized under this contract award is for the base bid.
B. An ordinance amending the professional services agreement with Kimley-Horn and Associates, Inc. (KHA) for construction administration, resident project representation, project management, inspection services and additional environmental services in support of Package 7 project in the amount of $2,661,682.51.
C. An ordinance accepting an additional $26,593.00 from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) and Coronavirus Aid, Relief, and Economic Security (CARES) Act grant funds for the Airport Master Plan Update (Master Plan) project.
Funding for Package 7 contracts, totaling $13,566,227.98, is available from the FAA AIP grant funding in the amount of $10,174,670.00 and the CARES Act grant funding in the amount of $3,391,557.98.
For the Master Plan project, this action will increase the grant total to $2,598,216.00, a $26,593.00 increase in the amount received from the FAA AIP and CARES Act grant funds, appropriate the funds and amend the FY 2021 to FY 2026 Aviation Capital Budget.
BACKGROUND INFORMATION:
In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with KHA for three airfield projects eligible for FAA AIP grant funds: Runway 13R Rehabilitation, Terminal Areas Taxiways and Taxiway Echo Reconstruction.
