SUBJECT:

 

Airfield Improvements Package 7 at the San Antonio International Airport

 

 

SUMMARY:

 

City Council consideration of three ordinances related to projects receiving federal grants at the San Antonio International Airport:

 

A.  An ordinance awarding a construction contract to SpawGlass Civil Construction, Inc. (SpawGlass) for the Airfield Improvements Package 7 (Package 7) project in the amount of $10,904,545.47. The scope of work authorized under this contract award is for the base bid.

B.    An ordinance amending the professional services agreement with Kimley-Horn and Associates, Inc. (KHA) for construction administration, resident project representation, project management, inspection services and additional environmental services in support of Package 7 project in the amount of $2,661,682.51.

C. An ordinance accepting an additional $26,593.00 from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) and Coronavirus Aid, Relief, and Economic Security (CARES) Act grant funds for the Airport Master Plan Update (Master Plan) project.

 

Funding for Package 7 contracts, totaling $13,566,227.98, is available from the FAA AIP grant funding in the amount of $10,174,670.00 and the CARES Act grant funding in the amount of $3,391,557.98.

 

For the Master Plan project, this action will increase the grant total to $2,598,216.00, a $26,593.00 increase in the amount received from the FAA AIP and CARES Act grant funds, appropriate the funds and amend the FY 2021 to FY 2026 Aviation Capital Budget.

 

 

BACKGROUND INFORMATION:

 

In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with KHA for three airfield projects eligible for FAA AIP grant funds: Runway 13R Rehabilitation, Terminal Areas Taxiways and Taxiway Echo Reconstruction. Typically, the FAA contributes 75% to the eligible project cost with the City providing the remaining 25% of the costs. The FAA and City have coordinated to package the construction phases of these projects to maximize grant funds and minimize impacts on airline and airport operations.

 

Five of the seven construction packages have been completed including all work on the Terminal Areas Taxiway project. Last year, City Council authorized the construction contract for the sixth phase which is currently under construction. The scope of work for Airfield Improvements Package 6 reconstructs and relocates Taxiway E to improve the taxiway pavement condition and enhances airfield safety by moving it away from a high-intensity area. The project also constructs a temporary Bypass Taxiway RC and relocates and improves portions of the FAA’s underground communication loop system.

 

A. Package 7-Construction Award

This year’s construction package includes a base bid for the demolition of the Taxiway (TW) R connector bridge; excavation, removal and disposal of buried Municipal Solid Waste; and the backfill and sodding of the excavation. The project also included additive alternates for (1) construction of full-strength concrete Taxiway pavement; (2) construction of asphalt shoulders along Taxiway; (3) demolition of a portion of the temporary Taxiway bypass for conversion to a vehicle service road; (4) new asphalt roadway connections; and, (5) mill and overlay of RW 13L-31R.  

 

B. Package 7-Kimley-Horn and Associates, Inc.

The original contract amount for planning and design services was $5,191,606.00. Previous amendments were authorized for additional design services and construction phase services for each year’s construction packages.

 

C. Airport Master Plan Update

The FAA requires airports to maintain a current Airport Master Plan, which serves as a blueprint for future development over the next 20 years. Airport Master Plans require updates as community requirements and air service needs evolve. In 2018, to ensure the Airport System was poised to accommodate the long-term growth of the region, the City took the opportunity to initiate a Strategic Development Plan (SDP) for the San Antonio International Airport, which would not only produce a 20-year Master Plan, but also examine the needs of the region from the airport in the next 50 years.

 

ISSUE:

 

A. Package 7-Construction Award

On March 27, 2020, a Request for Competitive Sealed Proposals (RFCSP) was released after it was presented at the Audit and Accountability Council Committee as a pre-solicitation select item on February 18, 2020. Four proposals were received on May 12, 2020 and all were deemed eligible for evaluation. The evaluation committee representatives were Jesus H. Saenz, Jr., IAP, Director of Airports; Loyce Clark, Chief of Asset & Planning, Aviation Department; Dennis Fiemeyer, PE, CM, Construction & Development Manager, Aviation Department; Candyce Selby, PE, CM, Senior Engineer, Aviation Department; and John Verburg, PE, Senior Aviation Project Manager, Atkins North America, Inc. The evaluation committee met to discuss and score all proposals, including the additive alternates, on June 9, 2020.  The committee short-listed the two top-ranked respondents for interviews.  The committee reconvened on June 25, 2020 for interviews which were followed by final discussion and scoring on the entire project including the additive alternates. The committee recommends awarding the contract to the highest-ranked respondent, SpawGlass Civil Construction, Inc. The item was briefed to the Audit and Accountability as a post-solicitation select item on October 20, 2020. The committee approved the solicitation to move forward to the full City Council for consideration.

 

The solicitation was released under the FAA Disadvantaged Business Enterprise (DBE) Program. The Small Business Section for the Aviation Department has reviewed and approved the DBE Good Faith Effort Plan submitted by SpawGlass. The DBE goal for this contract was set at 19%, which SpawGlass exceeded.

 

In September 2020, the FAA notified the City that funding for the Package 7’s additive alternates would shift to the FY 2021 grant submittal for AIP funding. As the solicitation of the Package 7 project followed Local Government Code 2269, the Aviation Department is recommending City Council authorize the contract award for the base bid to SpawGlass Civil Construction, Inc in the amount of $10,904,545.47. Once funding for the additive alternates has been secured, the Aviation Department will bring an amendment of the contract in the estimated amount of $7.9 million to City Council for the work outlined in the additive alternates, which is anticipated for October 2021.

 

B. Package 7-Kimley-Horn and Associates, Inc.

This amendment will increase the contract in the amount of $2,661,682.51 and will provide for construction administration, resident project representation, project management, inspection services and additional environmental services for the base bid of Package 7. KHA has added Weston Solutions as a subconsultant to provide construction observation, testing and monitoring services for the municipal solid waste removal portion of Package 7.

 

C. Airport Master Plan Update

On June 11, 2020, City Council authorized a grant application in the $2,571,623.00 from the FAA AIP and CARES Act grant funds. In September 2020, the FAA notified the City it would award an additional $26,593.00. This action will increase the amount of the grant offer and appropriate the funds.

 

 

ALTERNATIVES:

 

While City Council could choose not to approve awarding the construction contract, the action would likely jeopardize the federal funding received for this project and result in the project being cancelled. This project provides critical improvements to the airfield of the San Antonio International Airport and was solicited under both the rules and guidelines of the City of San Antonio and the FAA. 

 

 

FISCAL IMPACT:

 

A and B. Package 7

This is a one-time capital expense in the amount of $13,566,227.98 for the Airfield Improvements Package 7 project at San Antonio International Airport. Funding in the amount of $10,174,670.00 is available from the FAA AIP grants and $3,391,557.98 is available from CARES Act grants.

 

C. Master Plan

This action will authorize the increase the amount received from FAA AIP and CARES Act grant funds in the amount of $26,593.00, appropriate the funds and amend the FY 2021 to FY 2026 Aviation Capital Budget.

 

 

RECOMMENDATION:

 

Staff recommends the awarding of a construction contract with SpawGlass and an amendment to the professional services agreement with KHA for Airfield Improvements Package 7 at the San Antonio International Airport and accepting the increase in the grant offer for the Airport Master Plan Update project.
