SUBJECT:

 

Approval of a Contract for Sale of remnant property owned by the Urban Renewal Agency dba Office of Urban Redevelopment San Antonio (OUR SA) located in Council District 2. 

 

 

SUMMARY:

 

An Ordinance approving a Contract for Sale of 0.1136 acre (4,950 Square feet) vacant  Office of Urban Redevelopment San Antonio (OUR SA) land located at 247 G Street, described as NCB 1556, Block 13, Lot East 33.33 Feet of 24, to LaToya M. Stevens-Carrillo and Celvin A. Carrillo for  a sales price of $6,130 plus closing costs payable to the City of San Antonio as program income to the -Community Development Block Grant (CDBG) grant. Mr. and Mrs. Carrillo live in the adjacent property and plan to include this property within their existing yard to allow expansion of their residence.  An Earnest Money Contract between the Office of Urban Redevelopment and Mr. and Mrs. Carrillo is attached as part of Exhibit A.

 

 

BACKGROUND INFORMATION:

 

On August 19, 2020, the OUR SA Board of Commissioners approved by vote the sale of 247 G Street to the highest bidder LaToya M. Stevens-Carrillo and Celvin A. Carrillo.  According to Local Government Code Chapter 374, the disposition of all real property owned by the Urban Renewal Agency (OUR SA) must be approved by the Municipality. The Planning Commission reviewed and recommended approval of this sale on October 14, 2020.

 

OUR SA purchased 0.1136 acres of vacant unimproved land in 1987 as part of the Eastside Urban Renewal Plan (URP) using CDBG funds. The URP called for this parcel zoned RM 4 to be developed as single family residential. Due to the width of the property being 33.33 feet wide with the required setbacks for corner lots, this property was never developed and has remained vacant since acquisition. The buyer, if approved, will relocate their existing fence to encompass the property and build additional space onto their existing home.

 

 

 

 

 

 

 

ISSUE:

 

This Ordinance supports City Council’s authority under the Urban Renewal Statute, Local Government Code Chapter 374, to authorize the sale of 0.1136 acre located at 247 G Street for $6,130, plus closing costs to Mr. and Mrs. Carrillo, the adjacent property owners, to expand their existing property.

 

 

ALTERNATIVES:

 

City Council could choose not to approve the disposition of this property and OUR SA would continue to be responsible for the cost of maintenance and liability for the property.  Approval of the disposition would allow the property to be used for the expansion of an existing home and be placed on the tax rolls to generate revenue for the City and other taxing entities.

 

 

FISCAL IMPACT:

 

The proceeds from the disposition of the property will be considered program income and will be deposited back into the CDBG program income fund.

 

 

RECOMMENDATION:

 

Staff recommends approval of the sale of an 0.1136 acre of land located at 247 G Street in Council District 2 to LaToya M. Stevens-Carrillo and Celvin A. Carrillo for a sales price of $6,130, plus closing costs payable to the City of San Antonio as program income to the CDBG grant program.
