SUBJECT: Trench Shoring Kits


SUMMARY:

This ordinance authorizes a purchase with Metro Fire Apparatus Specialists, Inc. to provide the San Antonio Fire Department with sixteen Trench Shoring Kits and accessories for a total cost of $68,333.00. Funding is available from the 2019 State Homeland Security Grant.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of two bid responses received for sixteen Trench Shoring Kits and accessories for the Fire Department. Metro Fire Apparatus Specialists, Inc. submitted the lowest bid response, meets the solicitation requirements and is recommended for award.

The Trench Shoring Kits give the rescuer the ability to construct up to sixteen shores for use in a trench rescue. The sixteen shore trench kit comes with twelve Acme Thread shoring struts, six strut extensions, four shoring hammers, eight high-pressure air hoses, two pneumatic Y-Connectors, a dual deadman strut controller and a strut pressure regulator. This trench shoring equipment will support existing and implement new trench rescue capability and safety enhancements for the first responders.

ISSUE:

This one-time purchase with Metro Fire Apparatus Specialists, Inc. will provide the San Antonio Fire Department with the purchase and delivery of Trench Shoring Kits. These items will provide trench shoring and stabilization equipment that will allow first responders to operate safely and effectively within a hazardous, confined, or unstable areas.

The Small Business Economic Development Advocacy Ordinance requirements were waived due to lack of qualified SMWBE's available to provide the goods and services.

There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.

The Veteran-Owned Small Business Program does not apply to goods/supplies contract...
