Job Order Contract: (Task Order) Hays Street Bridge Improvements

 

 

SUMMARY:

 

An ordinance approving a task order to a Job Order Contract with Lee Construction and Maintenance Company in an amount of $596,844.71 for improvements to the Hays Street Bridge located in Council District 2.  Funds are available from Unissued Certificates of Obligation and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

The Hays Street Bridge is a historic pedestrian bridge located east of downtown in Council District 2.  A structural assessment was conducted on the condition of the bridge.  The assessment’s findings indicated the prolong use of walking, biking and outdoor recreation combined with continuous exposure to outdoor elements have exhausted and loosen the bridge’s guardrail and bridge decking.  If these findings are not addressed this could cause additional damage to the bridge and create a hazard to pedestrians prohibiting the use of the bridge.  Based on the assessment’s findings, recommendations for the replacement of the bridge’s guardrail and decking were provided to prevent further damage and extend the structural life of this historic bridge.  

 

This task order will provide for the replacement of the guardrail on the south side of bridge with new steel railing including supports and the replacement of the existing decking with new composite decking on the north side of the bridge.  Construction is anticipated to begin in December 2020 and is estimated to be completed by May 2021.

 

Procurement of Services

This project was selected to utilize Job Order Contracting (JOC), an alternative project delivery method in which ten contractors were approved through Ordinance 2019-02-21-0134 by City Council on February 21, 2019.  The use of the JOC delivery method provides the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, expertise in completing specific task and/or managing a specific trade needed to carry out the requested repair or rehabilitation. Of the ten contractors, Lee Construction and Maintenance Company was selected to submit an estimate and project schedule for this project.

 

This task order will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program awarded with the JOC which the Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise subcontracting goal.  Lee Construction and Maintenance Company has committed to meeting these subcontractor participation goals. 

 

The Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all Projects where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

ISSUE:

 

This ordinance approves a task order to a Job Order Contract with Lee Construction and Maintenance Company in an amount of $596,844.71 for improvements to the Hays Street Bridge located in Council District 2. 

 

The Hays Street Bridge is in need of replacement improvements to prevent further damage, ensure safe use, and extend the structural life of this historic bridge.  This task order will provide for the replacement of the railing on the south side of the bridge with new steel railing including supports and the replacement of the existing decking with new composite decking on the north side of the bridge. 

 

The bridge will remain closed to the public until repairs are completed.  Construction of the bridge repairs is anticipated to begin in December 2020 and is estimated to be completed by May 2021.

 

 

ALTERNATIVES:

 

As an alternative, this project could be delivered utilizing another delivery method; however, considering the additional time required for the solicitation process, this would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This ordinance approves a one-time capital improvement expenditure in an amount of $596,844.71 authorized payable to Lee Construction and Maintenance Company.  Funds are available from Unissued Certificates of Obligation and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance approving a task order to a Job Order Contract with Lee Construction and Maintenance Company in an amount of $596,844.71 improvements to the Hays Street Bridge.
