SUBJECT: Change Order: Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) (2017 Bond Project)
SUMMARY:
An ordinance approving a City requested change order in the increased amount of $260,002.35 and authorizing payment to E-Z Bel Construction, LLC for additional street repair work related to the 2017 Bond Program Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project, located in Council District 10. Funds are available from the FY 2021 Street Maintenance Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.
BACKGROUND INFORMATION:
Project Background
On May 6, 2017, San Antonio voters approved the 2017 Bond Program, of which $3,000,000.00 was approved for street repairs associated with the Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project. The project includes roadway improvements to the Thousand Oaks corridor along lanes that have deteriorated due to consistent and high volume of bus, truck and other motorist traffic. The project will reconstruct the outside lanes along Thousand Oaks from Wetmore to Perrin Beitel including the completion of pavement and utility improvements as appropriate. The additive alternate work accepted and included as part of this contract provides for the mill and overlay of the inner travel lanes from Bulverde Road to about 300 feet east of Park Crossing. Project construction began in April 2020 and is estimated to be completed by July 2021.
As part of the advertisement of the original construction bid, an additive alternate was included for additional street repair work associated with base repairs, mill and overlay, and street pavement markings along Thousand Oaks from Wetmore to Perrin Beitel but was not awarded with the original contract to keep the project within the approved budget. Funds are available from the FY 2021 Street Maintenance Program to fund the proposed City requested change order to compensate the contractor for completion of this additional street repair work as part of the 2017 Bond Program Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project.
Previous Council Action
A previously executed contract with E-Z Bel Construction, LLC in the amount of $3,845,353.78 for the Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project was approved by City Council on February 13, 2020 through Ordinance 2020-02-13-0086. This proposed City requested change order will increase the contract by $260,002.35 to a revised contract amount of $4,240,000.03.

ALTERNATIVES:
As an alternative, City Council could require staff to complete a bid process for the work; however, this would lead to project delays and a potential increase in price. The most cost-effective option is to approve the change order.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $260,002.35 payable to E-Z Bel Construction, LLC for additional street repairs in relation to the 2017 Bond Program Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project. Funds in the amount of $260,002.35 are available from the FY 2021 Street Maintenance Program to fund the proposed City requested change order and are included in the FY 2021 - FY 2026 Capital Improvement Program.
RECOMMENDATION:
Staff recommends approval of this City requested change order in the amount of $260,002.35 for additional street repair work related to the 2017 Bond Thousand Oaks Drive (Wetmore Road to Perrin Beitel Road) project.
