Contract Award:  San Pedro Sidewalk and Pedestrian Infrastructure (2017 Bond Pedestrian Mobility & Streets Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to All in Construction, LLC in the amount of $519,068.58, of which $415,254.86 will be funded by the Texas Department of Transportation and the required match in the amount of  $103,813.72 will be funded by the City for the San Pedro Sidewalk and Pedestrian Infrastructure project, a District 1 Pedestrian Mobility & Streets 2017 Bond and federally funded project located in Council District 1.  Funding is available from  the 2017 - 2022 General Obligation Bond Program and is included in the FY 2021 - 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

To increase safety for pedestrians, especially around highly traveled pedestrian areas and transportation sites, the San Pedro Sidewalk and Pedestrian Infrastructure project was selected for funding through the Alamo Area Metropolitan Planning Organization (AAMPO) Transportation Improvement Program (TIP).  Local Agency Managed projects are managed by the City but receive federal funds administered through TxDOT.  The funds paid to TxDOT by the City are for costs associated with oversight for the administration of the federal funds.

 

The San Pedro Sidewalk and Pedestrian Infrastructure project, a District 1 Pedestrian Mobility & Streets 2017 Bond and federally funded project will provide for pedestrian connectivity through the construction of new sidewalks, curbs, guardrails, accessibility ramps and will include the mill and overlay of pavement along the San Pedro Bridge at Olmos Creek. Project construction is anticipated to begin in January 2021 and is estimated to be completed by June 2021.

 

Previous Council Action

An Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT) was approved through Ordinance 2019-08-15-0634 which accepted reimbursement in the estimated amount not to exceed $968,000.00 from TxDOT for construction-related expenses and authorized  payment in the amount not to exceed $12,166.00 to TxDOT for administrative oversight of federal funds for the San Pedro Sidewalk and Pedestrian Infrastructure project.

 

Procurement of Services

This project was advertised on August 5, 2020, for construction bids in the following media: San Antonio Hart Beat, the City’s Texas Electronic State Business Daily, TVSA, and electronic bidding site CivCast.  Bids were opened on September 11, 2020, and five (5) bids were received.  Of these, All in Construction, LLC submitted the lowest responsive bid. 

 

Due to federal funding utilization, the Disadvantaged Business Enterprise (DBE) program of the State of Texas is utilized in place of the Small Business Economic Development Advocacy (SBEDA) Program.  The DBE goal for this project is 10%. 

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise the project; however, considering the additional time required for another solicitation process this would adversely affect the project’s timely completion.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $519,068.58 payable to All in Construction, LLC, for the San Pedro Sidewalk and Pedestrian Infrastructure project.  Funds in the amount of $415,254.86 will be funded by TxDOT and $103,813.72 will be funded by the City as a District 1 Pedestrian Mobility & Streets 2017 Bond project.  Funding is available from the 2017 - 2022 General Obligation Bond Program and is included in the FY 2021 - 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to All in Construction, LLC in the amount of $519,068.58, of which $415,254.86 will be funded by the Texas Department of Transportation and the required match in the amount of $103,813.72 will be funded by the City for the San Pedro Sidewalk and Pedestrian Infrastructure project.
