Change Order:  San Pedro Springs Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance approving a City requested change order in the increased amount of $228,960.00 and authorizing payment to ASD Consultants, Inc. to install trees and irrigation related to the San Pedro Springs Park project, a 2017 Bond funded project, located in Council District 1; and authorizing the appropriation and amending of the FY 2021 - FY 2026 Capital Improvement Program with funds in the amount of $228,960.00 from the Tree Canopy Preservation and Mitigation Fund to the San Pedro Springs Park project.

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program, which included funds in the amount of $1,800,000.00 for general park improvements associated with the San Pedro Springs Park located in Council District 1.  The general park improvements include the removal of the existing softball fields, construction of a new walking trail equipped with pedestrian lighting and benches, parking modifications, lighting and electrical upgrades, new sidewalks, historic acequia repairs, accessibility modifications, landscaping and irrigation.  Also included, as part of this project, is the installation of a sign monument on the corner of San Pedro Avenue and Myrtle Avenue.  Construction began in October 2020 and is estimated to be completed by May 2021.

 

Previous Council Action

On August 8, 2020, City Council approved a construction contract in the amount of $1,119,347.00 with ASD Consultants, Inc. through Ordinance 2020-08-20-0545 for the San Pedro Springs Park project.  Funds in the amount of $228,960.00 for tree installation and irrigation were not included in this original contract.  This change order will add these funds to the contract with ASD Consultants, Inc. to install trees and irrigation associated with San Pedro Springs Park.

ISSUE:

 

This ordinance approves a City requested change order in the increased amount of $228,960.00 and authorizes payment to ASD Consultants, Inc. to install trees and irrigation related to the San Pedro Springs Park project, a 2017 Bond funded project, located in Council District 1. 

 

This proposed change order will provide for the installation of 183 large trees varying in species and size to the southern half of the park, including planting soil, permanent irrigation, mulch, and maintenance. The proposed change order will also include a one-year warranty from the time of substantial completion of the project.  Upon approval of this change order, this work is estimated to begin January 2021 and is anticipated to be completed in March 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could require staff to complete a bid process for the work.  However, this would lead to delays in completing the project and a likely increase in price.  The most cost-effective option is to approve this change order.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $228,960.00 payable to ASD Consultants, Inc. to install trees and irrigation associated with the San Pedro Springs Park project.  This ordinance also authorizes the appropriation and amending of the FY 2021 - FY 2026 Capital Improvement Program with funds in the amount of $228,960.00 from the Tree Canopy Preservation and Mitigation Fund to the San Pedro Springs Park project.

 

 

RECOMMENDATION:

 

Staff recommends approval of a City requested change order in the increased amount of $228,960.00 and authorizes payment to ASD Consultants, Inc. to install trees and irrigation related to the San Pedro Springs Park project.
