SAPD- Self Contained Breathing Apparatus Masks

 

SUMMARY:

 

An ordinance authorizing contracts with Safeware, Inc. in the amount of $27,455.40 and Con10gency Consulting, LLC in the amount of $261,405.00 for Self-Contained Breathing Apparatus Masks and equipment for the San Antonio Police Department (SAPD), Special Operations Unit (SOU/SWAT) in the total amount of $288,860.40.  Funding for this purchase is available from the Federal Office of Justice BJA FY 20 Coronavirus Emergency Supplemental Funding (CESF) Program Grant.

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of two bid responses received to provide the San Antonio Police Department, Special Operations Unit (SOU/SWAT) with thirty each Self-Contained Breathing Apparatus Masks and components. The lowest bid response received from Con10gency Consulting, LLC for Item 1 was deemed non-responsive for failure to meet the bid specification requirements.  The second lowest bid response for Item 1 submitted by Safeware, Inc. meets the bid specification requirements and is recommended for award.  Con10gency Consulting, LLC is the lowest responsive bidder for Items 2 - 14, consisting of Projection microphone, SCBA Mask, Purifying Respirators Kit and supporting accessories to include; Respirator Back Harness, Remote Switch, Universal Hose, Breathing Carrier, Replaceable Battery, CBR Reservoir, Case Duffle, Carrier and Cylinder Bag. 

 

The SCBA masks and components are intended to be utilized by the SAPD, Special Operations Unit (SOU/SWAT).  This equipment has been developed specifically for the tactical officer where the operator needs to respond to everchanging operational conditions. The AVON ST54 SCBA masks is the base to a multi-mission Respiratory Protection System which provides the operator the operational flexibility to tailor the PPE response based on the available intelligence. Depending on the threat or operational situation at the scene of an incident, the SCBA masks can be configured to provide the appropriate protection.

 

This acquisition is targeted to specifically replace existing masks which are over 10 years old. The SOU/SWAT unit’s current SCBA's are designed for firefighting operations, not for tactical deployments.  The current masks do not provide the operator the ability to properly shoulder a weapon or access the weapons sighting systems. This new SCBA mask equipment sustains the team’s capability to safely respond and render tactical support when needed and protect civilians and officers.  Utilizing this type of personal protective equipment allows for the immediate mitigation of various threats.

 

All AVON ST54 SCBA masks, cylinders, and other components have an 18-month warranty, and mask components have a 15-year warranty. The shelf life for the Filters is 5.5 years, FM 54 Masks 10 years, and Cylinders have a 15-year shelf life if hydrotested every 5 years.

 

 

ISSUE:

 

These purchases from Safeware, Inc. (Item 1) and Con10gency Consulting, LLC (Items 2 -14 will provide thirty SCBA masks and components for the Police Department, Special Operations Unit. These masks will provide Specialists Operators a maximum level of protection to the face, eyes and respiratory tract from toxic chemicals. 

 

The Small Business Economic Development Advocacy Ordinance requirements were waived due to lack of qualified SMWBE’s available to provide the goods and services. This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract. (corrected December 8, 2020)

 

 

There were no bids submitted from local bidders; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should these purchases not be approved, the San Antonio Police Department’s SOU/SWAT unit will not have the suitable mask/equipment protection needed for emergency situations.

 

 

FISCAL IMPACT:

 

This ordinance authorizes contracts with Safeware, Inc. for Item 1 in the amount of $27,455.40, and Con10gency Consulting, LLC, for Items 2 - 14 in the amount of $261,405.00, for the total amount of $288,860.40.   Funding for this purchase is available from the Federal Office of Justice BJA FY 20 Coronavirus Emergency Supplemental Funding Program Grant.  The Coronavirus Emergency Supplemental Funding Program (CESF) Grant that will expire January 31, 2022.

 

 

RECOMMENDATION:

Staff recommends the approval of contracts with Safeware, Inc. for Item 1 in the amount of $27,455.40, and Con10gency Consulting, LLC for Items 2 - 14 in the amount of $261,405.00, for the total amount of  $288,860.40.  

 

This contract was procured on the basis of low bid and a Contract disclosure form is not required.
