Construction Contract for the French Creek (Leon Creek Greenway to Nani Falcone Park) Project

 

 

SUMMARY:

 

This ordinance accepts the lowest qualified bid and awards a construction contract to Crownhill Builders, Inc. in an amount not to exceed $1,540,870.00 for the French Creek (Leon Creek Greenway to Nani Falcone Park) Project located in Council District 7.  Funding in the amount of $1,540,870.00 is available from the voter approved Sales Tax Venue funds included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

The Howard W. Peak Greenway Trails System is a growing network of interconnected hike and bike trails, which is funded through sales tax initiatives approved by voters in 2000, 2005, 2010, and 2015.  The objectives of the program are to acquire and preserve open space along San Antonio creekways and to develop multi-use hike and bike trails, trailheads, signage, and associated amenities for use by San Antonio residents and visitors.  The proposed project is a part of this system, continuing greenway trail development along Leon Creek.

 

This ordinance approves a construction contract with Crownhill Builders, Inc. for the French Creek (Leon Creek Greenway to Nani Falcone Park) Project, which will extend the City’s Greenway Trail system from Leon Creek Greenway up French Creek, a tributary that feeds Leon Creek.  This trail will provide walkable/bikeable access from several adjacent neighborhoods to both Nani Falcone Park and the larger Leon Creek Greenway Trail System.

 

The greenway connection will consist of a 10-foot-wide concrete trail, approximately 1.8 miles long. The project includes amenities such as a low-water crossing, shade structures, signage, benches, tree plantings, and minor landscaping. The project also includes two trailheads, one at Nani Falcone Park and the other at French Creek Park. The French Creek Park trailhead, to be located on Mainland Drive, will include a parking area with low-impact development features.  Design work was performed by Bain Medina Bain, Inc. 

 

The Request for Low Qualified Bids was advertised the fourth week of September 2020 through the second week of October 2020 in the Hart Beat, the Texas Electronic State Business Daily, the City’s website, and announced on the City’s public access station TVSA.  Eight (8) bids were received.  After reviewing the bidders’ qualifications and conducting interviews, Crownhill Builders, Inc. was selected with the lowest qualified bid of $1,540,870.00.  A standard construction contract will be executed, and a summary of the bids is shown on Exhibit I. Construction is expected to begin in Fall 2020 and be completed by late 2021.

 

This contract will be executed in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract.  The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal.  Crownhill Builders, Inc. is a small minority owned firm that will be self-performing the 96.59% M/WBE subcontracting goal.  Additionally, they have agreed to meet the 3% AABE subcontracting goal.

 

 

ISSUE:

 

This ordinance accepts the lowest qualified bid and awards a construction contract to Crownhill Builders, Inc. in an amount not to exceed $1,540,870.00 for the French Creek (Leon Creek Greenway to Nani Falcone Park) Project located in Council District 7.  Funding in the amount of $1,540,870.00 is available from the voter approved Sales Tax Venue funds included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this construction contract and request staff rebid the project.  However, in doing so the project would be delayed and risk potential cost increases due to market inflation.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a one-time capital improvement expenditure in the amount of $1,540,870.00 payable to Crownhill Builders, Inc., for the French Creek (Leon Creek Greenway to Nani Falcone Park) Project located in Council District 7.  Funding in the amount of $1,540,870.00, is available from the voter approved Sales Tax Venue funds included in the FY 2021 - 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance to accept the lowest qualified bid and awarding a construction contract to Crownhill Builders, Inc. for the French Creek (Leon Creek Greenway to Nani Falcone Park) Project in an amount not to exceed $1,540,870.00.  This construction contract was developed utilizing the formal competitive bid process; therefore, a Contracts Disclosure Form is not required.
