SUBJECT: 117th Congress Legislative Program

On December 9, the Intergovernmental Relations COSA Subcommittee will receive a briefing on the City's proposed Federal Legislative Program for the 117th Congress.

Federal Legislative Program
A new session of Congress begins on January 3, 2021 and the Federal Legislative Program will provide direction to Government and Public Affairs (GPA) staff and consultants on the City's federal priorities for 2021-2022. The program guides the City's advocacy activities with members of the San Antonio Congressional Delegation, other key members of Congress and federal agencies.

The Federal Legislative Program is designed to be strategic and impactful, align with the priorities of the San Antonio community and help advance a resilient and sustainable city infrastructure. Additionally, the legislative program includes a focus on moving the community toward economic recovery with a lens on traditional and emerging legislative issues.

The development of the new Federal Program was launched in August 2020 in collaboration with City Departments and the City's federal consultant team. GPA staff collaborated with the National League of Cities, the U.S. Conference of Mayors, San Antonio Congressional Delegation and community partners to identify issues important to the San Antonio community. The final proposed Federal Legislative Program presented to full City Council will include the priorities and issues developed with input by the Intergovernmental Relations Subcommittee.
