SUBJECT:

Contract Award: Vance Jackson Low-Water Crossings (2017 Bond Project)


SUMMARY:

An ordinance accepting the lowest responsive bid and awarding a construction contract to Capital Excavation Company in the amount of $5,943,215.05 of which $1,438,553.60 will be reimbursed by San Antonio Water System (SAWS) and $184,685.00 will be reimbursed by CPS Energy for the Vance Jackson Low-Water Crossings project, a 2017 Bond funded project, located in Council District 8. Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.


BACKGROUND INFORMATION:

Project Background
On May 6, 2017, voters approved the 2017 Bond Program which authorized $6,357,000.00 for street improvements related to the Vance Jackson Low-Water Crossings project located in Council District 8. This project will improve low-water crossings along Vance Jackson Road at Orsinger Lane and south of Treehill Street to enhance safety and mobility. Project work will include street reconstruction, drainage, box culverts, channel construction, erosion control, curbs, sidewalks, and driveway approaches, as needed. The project will also include joint-bid utility sewer, water and gas line work. Project construction is anticipated to begin in February 2021 and is estimated to be completed in January 2022.

Procurement of Services
This project was advertised on September 30, 2020, for construction bids in the following media: San Antonio Hart Beat, City's website, Texas Electronic State Business Daily, TVSA and electronic bidding site CivCast. Bids were opened on Friday, November 6, 2020 and two (2) bids were received. Of these, Capital Excavation Company submitted the lowest responsive bid as indicated in the included matrix.
