Purchase of Wildland Brush Fire Trucks

 

 

SUMMARY:

 

This ordinance authorizes a contract with Siddons-Martin Emergency Group to provide the San Antonio Fire Department with up to four Wildland Brush Fire Trucks for a total estimated cost of $960,828.00. Funding in the amount of $720,221.00 is available from the FY 2021 Equipment Renewal and Replacement Fund Budget for three trucks and in the amount of $240,607.00 is available from the 2019 Assistance to Firefighters Grant for an additional truck. 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Siddons-Martin Emergency Group utilizing the BuyBoard cooperative contract number 571-18 to provide up to four Wildland Brush Fire Trucks through September 30, 2021.  Three replacement trucks will be funded through the FY 2021 Equipment Renewal and Replacement Fund for a total cost of $720,221.00.  This contract also provides pricing for one add-one truck in the amount of $240,607.00 funded through the 2019 Assistance to Firefighters Grant. 

 

This contract will provide the Fire Department with Wildland Brush Fire Trucks used to respond to emergencies that are not accessible by conventional Type 1 fire engines. These trucks are lighter, smaller and more agile four-wheel drive firefighting trucks that can access remote areas and will be used to combat wildland brush fires.  There are nine wildland brush fire trucks currently in service.  Three replacement trucks will be assigned to stations 40, 42, and 48.  The add-on truck assignment has not been determined. The life expectancy of these trucks is 96 months.

 

 

ISSUE:

 

This contract will provide the City of San Antonio Fire Department up to four Wildland Brush Fire Trucks to assist in fighting fires and with other emergency response requirements.

 

The units have a one-year bumper-to-bumper warranty.

 

These units will be purchased from Siddons-Martin Emergency Group utilizing the Texas BuyBoard contract #571-18 and will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097 dated January 30, 2003.

 

The Texas BuyBoard Cooperative is administered by the Texas Municipal League.  All products and services that are part of this cooperative have been competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas Statutes.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

There are currently three wildland brush trucks that have met or will meet their age and or mileage requirement cycles before they are replaced.  The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the trucks incurring higher maintenance cost as a result of age or high mileage.  This could impact the City’s ability to provide critical services to the residents of San Antonio.

 

FISCAL IMPACT:

 

This ordinance authorizes a purchase with Siddons-Martin Emergency Group to provide the Fire Department with up to four Wildland Brush Fire Trucks for a total estimated cost of $960,828.00.  Funding in the amount of $720,221.00 is available from the FY 2021 Equipment Renewal and Replacement Fund Budget for three trucks and in the amount of $240,607.00 is available from the 2019 Assistance to Firefighters Grant for an additional truck. 

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Siddons-Martin Emergency Group for up to four Wildland Brush Fire Trucks for a total estimated cost of $960,828.00 for the Fire Department.

 

This contract is procured based on cooperative purchasing and a contract disclosure form is not required.
