Contract Award: North St. Mary's Street (East Mistletoe Avenue to West Josephine Street) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract including  three additive alternates to SpawGlass Civil Construction, Inc. in the amount of $10,032,682.08 of which $3,394,026.01 will be reimbursed by San Antonio Water System (SAWS) and $1,765,330.27 will be reimbursed by CPS Energy for the North St. Mary’s Street (East Mistletoe Avenue to West Josephine Street) project, a 2017 Bond funded project, located in Council District 1.  Funds are available from the 2017- 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $7,000,000.00 for improvements to North St. Mary's Street (East Mistletoe Avenue to West Josephine Street) located in Council District 1.  This project will improve north St. Mary’s Street from east Mistletoe Avenue to west Josephine Street with sidewalk widening and connectivity, intersection improvements and joint bid utility water, sewer and gas improvements throughout project limits as appropriate and within available funding.  The three additive alternates accepted, as part of this project will provide for the street reconstruction of north St. Mary’s Street from Courtland to St. Josephine Street including joint-bid SAWS sewer work throughout the project limits.  Construction is anticipated to begin in February 2021 and is estimated to be completed in September 2022.

 

Procurement of Services

This project was advertised on September 2, 2020 for construction bids in the following media: San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, TVSA and electronic bidding site CivCast.  Bids were opened on November 24, 2020 and four (4) bids were received.  Of these, SpawGlass Civil Construction, Inc. submitted the lowest responsive bid as indicated in the included matrix.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  SpawGlass Civil Construction, Inc. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract including three additive alternates to SpawGlass Civil Construction, Inc. in the amount of $10,032,682.08 of which $3,394,026.01 will be reimbursed by San Antonio Water System (SAWS) and $1,765,330.27 will be reimbursed by CPS Energy for the North St. Mary’s Street (East Mistletoe Avenue to West Josephine Street) project, a 2017 Bond funded project, located in Council District 1

This project will reconstruct north St. Mary’s Street east of Mistletoe Avenue to west of Josephine Street reconfiguring the existing two-lane street to add dedicated on-street parking and striped bike lanes as well as widen the sidewalks and install pedestrian bulb-outs.  The project will also include intersection improvements, the installation of concrete bus pads including VIA NextGen shelters and joint-bid water, sewer and gas utilities as appropriate. The SAWS water main along St. Mary’s Street will be replaced including the side street lateral and service connections throughout the project limits.  The SAWS sewer improvements will consist of the removal, replacement and rehabilitation of the sewer main and point repairs of the sewer laterals as necessary.  The CPS Energy gas work will consist of the replacement of the gas main on St. Mary’s Street with connections to the laterals and services from Mistletoe to Courtland.  The three additive alternates accepted, as part of this project will reconstruct north St. Mary’s Street from Courtland to St. Josephine and include associated joint-bid sewer work associated with the flowable and backfill sewer lines.  Construction is anticipated to begin in February 2021 and is estimated to be completed in September 2022.

 

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $10,032,682.08 payable to SpawGlass Civil Construction, Inc. for the construction of 2017 Bond North St. Mary's Street (East Mistletoe Avenue to West Josephine Street) project.  Of this amount, $3,394,026.01 will be reimbursed by SAWS and $1,765,330.27 will be reimbursed by CPS Energy.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program. 

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract including three additive alternates to SpawGlass Civil Construction, Inc. in the amount of $10,032,682.08 of which $3,394,026.01 will be reimbursed by San Antonio Water System (SAWS) and $1,765,330.27 will be reimbursed by CPS Energy for the North St. Mary’s Street (East Mistletoe Avenue to West Josephine Street) project.
