Substantial Amendment #2 to the FY 2021 HUD Action Plan and Budget (CDBG-CV and CDBG)

 

SUMMARY:

 

Public Hearing for Substantial Amendment #2 to the FY 2021 HUD Action Plan and Budget to program the second allocation of Community Development Block Grant CARES Act (CDBG-CV) funding in the amount of $10,249,127 to eligible activities to respond to COVID-19 and to reprogram FY 2021 Community Development Block Grant (CDBG) entitlement funds in the amount of $4,325,000 to affordable housing preservation and development activities.

 

BACKGROUND INFORMATION:

 

On August 13, 2020, City Council approved the $22.4 million FY 2021 HUD Action Plan and Budget (Action Plan) for the four federal grant programs funded by the U.S. Department of Housing and Urban Development (HUD).  On September 11, 2020, the City of San Antonio (the City) received an award letter for a second allocation of CDBG-CV funding in the amount of $10,249,127 authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). 

 

PROPOSED ACTION:

 

Substantial Amendment #2 to the FY 2021 Action Plan and Budget proposes to program the second allocation of Community Development Block Grant CARES Act (CDBG-CV) funding in the amount of $10,249,127 to eligible activities to assist vulnerable populations who are homeless or at risk of homelessness due to the impacts of COVID-19 and to reprogram up to $4,325,000 in Community Development Block Grant (CDBG) funding to affordable housing preservation and development activities.

 

City Council will consider the adoption of the City’s Proposed Substantial Amendment #2 to the FY 2021 Action Plan and Budget on Thursday, January 14, 2021 at 9:00 a.m.

 

Citizen Participation

On January 8, 2021 the City issued a public notice in the San Antonio Express-News initiating a public comment period on this proposed action which ends on January 13, 2021 and announced a virtual public hearing which will be held on January 13, 2021 at 5:00 p.m. via videoconference.  Comments may be submitted at www.sanantonio.gov/gmainaction.  Public comment may also be provided in writing to the Neighborhood & Housing Services Department, Division of Grants Monitoring and Administration, 1400 S. Flores, Unit 3, San Antonio, Texas 78204, Monday - Friday, 7:45 am - 4:30 pm, or by e-mail at communitydevelopment@sanantonio.gov <mailto:communitydevelopment@sanantonio.gov>. All comments will be accepted until January 13, 2021.

 

In addition, a summary of this proposed action is available for review and comment on the City’s website www.sanantonio.gov/gma <http://www.sanantonio.gov/gma>.  City Council will consider the adoption of the City’s Proposed Substantial Amendment #2 to the FY 2021 Action Plan and Budget on Thursday, January 14, 2021.

 

ALTERNATIVES:

The City is statutorily required to undergo this process for federally funded programs.

 

FISCAL IMPACT:

This item will not have an impact on the General Fund Budget.

 

RECOMMENDATION:

No action required.  City Council will consider the adoption of the City’s Proposed Substantial Amendment #2 to the FY 2021 Action Plan and Budget on Thursday, January 14, 2021 at 9:00 a.m.
