SUBJECT: Federal Legislative Update

At the Intergovernmental Relations Committee meeting on January 13, 2021, the City's Government & Public Affairs Department will provide a report on the Coronavirus Response and Relief Supplemental Appropriations Act and the San Antonio Restaurant Association will provide a briefing on their legislative priorities and impact of the pandemic.

Coronavirus Response and Relief Supplemental Appropriations Act of 2021
In late December 2020, Congress passed and the President signed the Consolidated Appropriations Act of 2021 to fund the federal government. Included in the package were additional appropriations to continue the response to the COVID-19 pandemic and address the economic impacts of the virus.

While the supplemental appropriations did not include additional direct funds to state and local governments, the legislation does include additional aid to communities and businesses through existing federal programs.

GPA will provide information on the most recent developments and guidance released by federal agencies on the distribution of funding.

San Antonio Restaurant Association Priorities
Restaurants have been one of the hardest hit industries during the pandemic. After much coordinated advocacy, Congress included an additional $284 billion for the Paycheck Protection Program (PPP) with enhancements that will benefit restaurants. Additionally, the Employee Retention Tax Credits (ERTC) will be available for the first two quarters of FY 2021. This tax credit will allow business owners to take a tax credit of up to $7,000 per eligible employee that they retain during the eligible timeframe.

State and local Association representatives will provide a briefing of their state and federal advocacy efforts on behalf of the industry...
