Automated Side Load Refuse Trucks

 

SUMMARY:

 

This ordinance authorizes the acceptance of an offer from Grande Truck Center to provide thirty-five automated side load refuse collection trucks to the City of San Antonio for a total cost of $12,667,371.00.  Funding is available from the FY 2021 Equipment Renewal and Replacement Fund (ERRF) budget in the amount of $11,216,389.00 and FY 2021 Solid Waste Operating Fund budget in the amount of $1,450,982.00.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached offer from Grande Truck Center to provide the Solid Waste Management Department with thirty-five automated side load refuse trucks.  Thirty-three trucks consist of an Autocar ACX64 cab and chassis with a 28 cubic yard Heil Durapak Python automated side loader body, and two trucks consist of a Autocar ACX64 cab & chassis with a 28 cubic yard Heil Durapak Python automated side loader body with a Command SST Model Arm lift arm upgrade.

 

Thirty-one automated side load refuse trucks are replacement units and four automated side load refuse trucks are additional units to the City’s fleet.   The four additional automated side load refuse trucks will be placed in the Equipment Renewal and Replacement Fund (ERRF) upon entry into service.

 

These automated side load refuse collection trucks will be utilized by the Solid Waste Management Department (SWMD) for collection of curbside refuse, recyclables and organic materials from City residences.  The SWMD currently operates 188 automated side load refuse trucks in its fleet.  This purchase will increase the fleet to 192 automated side load refuse trucks. 

 

ISSUE:

 

This contract will provide SWMD with thirty-five automated side load refuse trucks. Thirty-one of the automated side load refuse collection trucks are replacement units and four are additional unit to the City’s fleet.  These refuse trucks will be used for the collection of curbside refuse, recyclables and organic materials from City residences.  The replacement of these units is consistent with the City’s Equipment Replacement and Renewal Fund (ERRF) program.

 

The life expectancy of these vehicles is 72 months. 

 

The automated side load refuse truck’s cab and chassis have a twelve-month warranty, two years/250,000 miles warranty on the engine, five-year warranty on the transmission, and the automated side load refuse bodies have a three year complete body warranty. 

 

The refuse truck cab and chassis and body are available through the Grande Truck Center through the Sourcewell purchasing cooperative and Chastang Enterprises-Houston, LLC dba Chastang Autocar through the Houston-Galveston Area Council (HGAC) purchasing cooperative.  However, the City was able to leverage more favorable pricing procuring these units directly from the local dealer utilizing a public health or safety exemption from competitive bidding.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

This recommended award is in accordance with the Local Preference Program and will result in an additional cost to the City of $47,795.00 for this one-time contract.  Grande Truck Center, the recommended local bidder, submitted a bid of $12,667,371.00 and is within 3% of Chastang Enterprises-Houston, LLC dba Chastang Autocar, the lowest non-local bidder, who submitted a bid of $12,619,576.00.

 

The Veteran-Owned Business Program does not apply to good/supplies contract, so no preference was applied to these contracts.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the SWMD’s ability to provide essential collection services to the residents of San Antonio could be affected.  The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair.  The additional units are needed to accommodate the vastly growing San Antonio Metropolitan Area.  The units will be utilized for the collection of curbside refuse, recyclables and expansion of the organic materials collection program.

 

 

FISCAL IMPACT:

 

Funding is available from the FY 2021 Equipment Renewal and Replacement Fund (ERRF) budget in the amount of $11,216,389.00 for thirty-one automated side load refuse trucks and FY 2021 Solid Waste Operating Fund budget in the amount of $1,450,982.00 for four automated side load refuse trucks, for a total cost of $12,667,371.00. 

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of a contract with Grande Truck Center for the purchase of thirty-five automated side load refuse trucks for the Solid Waste Management Department for a total cost of $12,667,371.00.

 

This contract was procured on the basis of a public health or safety exemption and a contracts disclosure form is not required.
