Contract Award: Brooks City Base Stinson Corridor (Research Plaza to South Presa Street) (2017 Bond Project)


SUMMARY:

An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $5,269,274.41 of which $300,414.20 will be reimbursed by CPS Energy for the Brooks City Base Stinson Corridor (Research Plaza to South Presa Street) project, a 2017 Bond funded project, located in Council District 3. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.


BACKGROUND INFORMATION:

Project Background
On May 6, 2017, voters approved the 2017 Bond Program which authorized $10,000,000.00 for the Brooks City Base Stinson Corridor project located in Council District 3. This project will provide for the extension of Research Plaza from Inner Circle to South Presa Street, including the construction of a four-lane roadway with a center median, curbs, sidewalks, shared-use-path, landscaping and a new traffic signal at South Presa Street. Improvements to a storm drain system, detention basin, water, recycled water, gas utilities including electrical and a telecommunications conduit will also be included as part of this project. Project construction is anticipated to begin in February 2021 and estimated to be completed by February 2022.

Procurement of Services
This project was advertised on October 7, 2020 for construction bids in the following media: San Antonio Hart Beat, City's website, Texas Electronic State Business Daily, TVSA and electronic bidding site CivCast. Bids were opened on December 1, 2020 and three (3) bids were received. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid as indicated in the included matrix.
