Purchase & Install Replacement Seat and Back Cushions for Terminal B Passenger Seating

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Arconas Corporation to provide and install replacement seat and back cushions for Terminal B passenger seating for the Aviation Department for a total cost of $245,811.50.  Funding is available from the FY 2021 Airport Operating and Maintenance Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by Arconas Corporation for the purchase, delivery and installation of replacement internal seat cushions and vinyl covers for the public seating located in Terminal B at the San Antonio International Airport for a total cost of $245,811.50. Arconas Corporation is the manufacturer of airport specific furniture, designed to hold up to the heavy use requirements of an airport environment.

 

This purchase will replace seat bottom and seat back cushions as well as the vinyl covers.  The cushions are specifically molded and shaped to fit the existing bench frames originally purchased from Arconas Corporation for Terminal B when it opened in 2010.   The replacement areas include the Terminal B Concourse on Level 2, the Terminal B ticket hall seating on Level 2 and the Terminal B baggage claim seating on Level 1.

 

 

ISSUE:

 

This contract will provide the San Antonio Aviation Department, Terminal Services Division with replacement cushions and covers for existing Arconas Flyaway and Bernu model seating bench frames.  Arconas Flyaway and Bernu models are the standard for public seating throughout the San Antonio International Airport to include Terminal A, Terminal B and Consolidated Rental Car facility.  The cushions and covers will match the quality, color and material specifications of the original Arconas Corporation seating purchased in 2010.

 

The life expectancy of the cushions and covers is typically 10 years.  At this time, the existing cushions are deteriorating, and the vinyl covers show the signs of very heavy wear and tear. The new replacement cushions and covers will have 10 year warranty.

 

This purchase from Arconas Corporation is made through The Interlocal Purchasing System (TIPS) cooperative purchasing Contract# 200301 passed on Ordinance 2009-12-10-1002, dated 12/10/2009.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Aviation Terminal B public seating cushions and covers will continue to deteriorate and become more unsightly over time.  While the seat frames remain in good condition and have a significantly longer life expectancy, the seat cushions and covers are at the end of their usable life and need to be replaced the original equipment manufacturer’s items.

 

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of a contract with Arconas Corporation to provide the Aviation Department, Terminal Service Division with replacement of cushions and covers to match the same quality, color and specifications of existing seating for a total one-time cost of $245,811.50. Funding is available from the FY 2021 Airport Operating and Maintenance Fund Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Arconas Corporation to provide the Aviation Department with the replacement of internal cushions and vinyl covers for the public seating area’s in Terminal B Concourse and ticket hall seating on Level 2, and the baggage claim seating on Level 1 for a total cost of $245,811.50.

 

This contract is procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
