SUBJECT:

 

Purchase of Chevrolet - Police Pursuit Tahoe SUVs

 

 

SUMMARY:

 

This ordinance authorizes a contract with Lake Country Chevrolet, Inc. to provide the San Antonio Police Department with nine replacement Chevrolet Tahoe Police Pursuit Vehicles in the total amount of $330,024.10. Funding in the amount of $330,024.10 is available from FY 2021 Equipment Renewal and Replacement Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an offer from Lake Country Chevrolet, Inc. for the purchase of nine replacement Chevrolet Tahoe Police Pursuit Vehicles for the Police Department in the total amount of $330,024.10.  These units will provide support of public safety, law enforcement and security for the residents of the City of San Antonio and surrounding metropolitan areas.

 

This purchase from Lake Country Chevrolet, Inc. is made through The Interlocal Purchasing System (TIPS) cooperative purchasing Contract# 200206 passed on Ordinance 2009-12-10-1002, dated 12/10/2009.  Lake Country Chevrolet can meet the delivery schedule required for timely vehicle replacement.

 

Chevrolet Tahoe Police Pursuit Vehicles are currently used for K-9 patrol and highway commercial vehicle enforcement, when the standard issue Ford Interceptor Police Patrol Vehicle is too small. The proposed police patrol vehicles are being replaced at 100,000 miles in accordance with the Collective Bargaining Agreement (CBA).

 

 

ISSUE:

 

The purchase of these units will provide support of public safety, law enforcement and security for the residents of the City of San Antonio and surrounding metropolitan areas.

 

The vehicles have a life expectancy of 100,000 miles and a 36 month/ 36,000-mile, bumper to bumper and 5 year/100,000 powertrain warranty. 

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

This award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

This contract directly supports the terms of the CBA. All the replaced vehicles will have met vehicle age or mileage requirement before replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the departments’ inability to provide essential services to the residents of San Antonio. The alternative is to continue utilizing the current equipment; however, the ability to support security and safety of the community may be negatively impacted.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Lake Country Chevrolet, Inc. to provide the San Antonio Police Department with nine replacement Chevrolet Tahoe Police Pursuit Vehicles in the total amount of $330,024.10. Funding in the amount of $330,024.10 is available from FY 2021 Equipment Renewal and Replacement Fund Budget.

 

RECOMMENDATION:

 

Staff recommends the approval of the purchase with Lake Country Chevrolet for nine replacement Chevrolet Police Pursuit Tahoe SUVs in the total amount of $330,024.10 for the Police Department. 

 

This contract was procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
