SUBJECT: Pre-Solicitation Briefing for Management of Towing Services for the City of San Antonio Police Department
SUMMARY:
This briefing will provide an overview of Towing Management Services for the City of San Antonio Police Department (SAPD) and pending solicitation. The presentation will provide an overview of the project scope, solicitation type, contract value, evaluation criteria, evaluation committee and timeline.
Once responses are received and reviewed, staff will return to provide a post-solicitation presentation and recommendation for award.
BACKGROUND INFORMATION:
SAPD is seeking proposals from qualified contractors to provide for the management of City-wide towing services. To successfully provide these services, the City requires a towing management system capable of dispatching, recording, overseeing, auditing and generating reports regarding police-initiated towing services performed by experienced state licensed towing companies. The estimated contract value of $48 million for this solicitation represents a four (4)-year contract term with one 2-year renewal option. The estimated contract value is based on the total combined fees remitted to the contractor by the City and fees collected by the contractor from a third party for performing the services under the contract. The estimated contract value reflects possible towing rate increases that may occur over the life of the resultant contract. The Small Business Economic Development Advocacy Program, Local Preference Program and Veteran-Owned Small Business Preference Program are applicable to this solicitation.
