Airport Project Support Services for the San Antonio Airport System

 

 

SUMMARY:

 

This ordinance authorizes a professional services agreement with Juricek Airport Development Consulting, LLC for airport project support services for the San Antonio Airport System. The contractor will provide technical services for project support and subject matter expertise for projects at the San Antonio International Airport and Stinson Municipal Airport. The initial term of the agreement is for three years with the option to extend for two additional one-year periods for a total contract value of $250,000.00. Funding in the amount of $50,000.00 is available in the FY 2021 Airport Operating and Maintenance Fund. Funding for future fiscal years will be subject to the appropriation of funds.

 

 

BACKGROUND INFORMATION:

 

The San Antonio Airport System has ongoing needs in the development of capital projects for specialized project support services to identify and address potential impacts of those capital projects on the Federal Aviation Administration’s (FAA) National Airspace System (NAS). These services are especially important through the planning and development of near-term airfield projects identified in the Strategic Development Plan and will be required when the City initiates the update to the Stinson Municipal Airport Master Plan in FY 2021.

 

The consultant will serve as the City’s representative in facilitating responses to project impacts on the NAS and provide strategic input regarding infrastructure improvement planning and conceptual design. These specialized services will assist the department in developing its SAT Airport Capital Improvement Plan (ACIP) submittal to the FAA annually which is evaluated based upon new information, priorities, and funding availability. Several ACIP projects are directly dependent upon potential future FAA Airport Improvement Program (AIP) funding. The projects’ timelines, as reflected in the ACIP, may accelerate or be extended due to actual funding levels.

 

On November 9, 2020, the City issued a Request for Proposals (RFP) for these services. One proposal was received on December 9, 2020. An evaluation committee comprised of representatives from the Aviation Department reviewed the proposal based on the published criteria of Experience, Background and Qualifications; Proposed Plan; Price; Local Preference Program; and, Veteran Owned Small Business Program. The scoring process was conducted virtually. The committee came to a consensus and recommended Juricek Airport Development Consulting, LLC.

 

A waiver for the Small Business Economic Development Advocacy Program was issued for this contract as there are no commercially-useful subcontracting opportunities existing within the contract. The Local Preference Program was applied in the evaluation of responses received for this contract; however, none of the proposals were local businesses. The Veteran-Owned Small Business Preference Program was applied in the evaluation of responses received for this contract; however, none of the proposals are veteran-owned small businesses.

 

 

ISSUE:

ALTERNATIVES:

 

City Council could direct staff to issue another solicitation for these services. However, the re-issue would delay the delivery of the specialized and technical expertise while a new solicitation is developed and released.
