SUBJECT: 

 

Accepting a grant award in the amount of $13,980,751.00 from the Centers for Disease Control and Prevention for the administration of COVID-19 vaccinations, appropriating funds, and setting up a budget. This ordinance approves a total budget of $26,987,175 to be partially funded by the $13.9 million grant from the Center for Disease Control and Prevention and by seeking reimbursement from FEMA for eligible activities. 

 

SUMMARY: 

 

 

This ordinance authorizes the acceptance of a grant award in the amount of $13,980,751.00 from the Centers for Disease Control and Prevention for the administration of COVID-19 vaccinations, appropriating funds and setting up a budget. This ordinance approves a total budget of $26,987,175 to be partially funded by the $13.9 million grant from the Center for Disease Control and Prevention and by seeking reimbursement from FEMA for eligible activities.

 

The period of the grant from the Centers for Disease Control and Prevention ends June 30, 2024.  

 

Furthermore, this ordinance authorizes the Director of the San Antonio Metropolitan Health District to initiate, negotiate, and execute any and all necessary documents and a grant contract to effectuate the acceptance of the referenced grant, and to execute contract amendments pertaining to this contract, to include a) carry-over funds, when ascertained and approved by the funding agency through a revised notice of award; b) line item budget revisions authorized by the funding agency; c) modifications to the performance measures authorized by the funding agency and listed in the contract so long as the terms of the amendment stay within the general parameters of the intent of the grant; d) no cost extensions; e) amendments which will provide supplemental grant funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant; f) reimbursement increases of administrative funds for each participant served; g) amendments funding one time equipment purchases or defined program services; and h) changes in regulations mandated by the funding agency.

 

 

 

BACKGROUND INFORMATION: 

As the public health authority for Bexar County, Metro Health actively addresses the public health functions of policy development, health assessment, and health assurance. To carry out these responsibilities, Metro Health operates evidenced based programs in various settings throughout the County and provides programs to improve and protect the overall health of City residents and visitors. Through various funding streams, Metro Health provides preventive health services, community education, environmental monitoring, emergency preparedness, disease control, supplemental nutrition programs, dental health, and clinical services to prevent communicable diseases. 

 

Metro Health and Fire staff have been instrumental in the local effort to address the COVID-19 pandemic since February 2020. As part of the COVID-19 Response, both have redirected their efforts toward vaccination and the City has received $13,980,751.00 from the Department of Health and Human Services, Centers for Disease Control and Prevention, to address the following activities: increase COVID-19 vaccination capacity across the jurisdiction, including among high-risk and underserved populations; ensure high-quality and safe administration of COVID-19 vaccines; ensure equitable distribution and administration of COVID-19 vaccines; increase vaccine confidence through education, outreach, and partnerships; develop and implement community engagement strategies to promote COVID-19 vaccination efforts; support high vaccination uptake in tribal nations; and use immunization information systems to support efficient COVID-19 vaccination.

 

This ordinance will authorize the acceptance of one-time funds for the City’s response towards the vaccination efforts at the Alamodome and in the community.  These funds will be used to hire temporary staff along with the purchase of the supplies and equipment needed to efficiently and effectively manage the Mass Vaccination Clinics; Mobile Unit Vaccination Clinics; and the Homebound Vaccination Program, which targets 60% of the community under Phase 1A and 1B.

 

 

ISSUE: 

 

The City has developed a three-part strategy to deploy COVID-19 vaccines which includes: Mass Vaccination Clinics, Mobile Unit Vaccination clinics and the Homebound Vaccination program, providing vaccines to the homebound. The estimated cost for the vaccination program through September 30, 2021 is $27.0 million. The following table provides an overview of the program budgets.

These efforts will be funded in part by the $13.9 million in CDC grant funding. The City will seek reimbursement from Federal Emergency Management Agency (FEMA) for remaining eligible expense as FEMA will reimburse these expenses at 100% through September 30, 2021.

 

The City requests City Council to accept the one-time funds from the Centers for Disease Control in the amount of $13,980,751.00 to support the City’s response towards the vaccination efforts at the Alamodome and in the community.

 

 

 

FISCAL IMPACT: 

 

This ordinance authorizes the acceptance of one-time funds from the Centers for Disease Control and Prevention in the amount of $13,980,751.00 for the purposes of COVID-19 vaccinations and approving the budget within the COVID-19 Vaccination Plan.  The project period ends June 30, 2024.  

 

This ordinance approves a total budget of $26,987,175 to be partially funded by the $13.9 million grant from the Center for Disease Control and Prevention and by seeking reimbursement from FEMA for eligible activities.

Staff recommends approval of this ordinance.
