Olmos Dam Structure Cleaning

 

 

SUMMARY:

 

This ordinance authorizes a contract with SA Facilities Solutions, Inc. dba Facilities Solutions, Inc. to provide labor, materials, equipment and supplies necessary to clean by pressure wash/sandblast the Southwest side of Olmos Creek Dam Structure for a total cost of $127,260.00.  Funding for this contract is available through the Storm Water Regional Facility Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is a proposal submitted by SA Facilities Solutions, Inc. dba Facilities Solutions, Inc. to provide the Public Works Department with an abrasive cleaning method to remove painted over graffiti damage, mildew, dirt and grime which has accumulated over time and resulted in a needed surface uplift to preserve original masonry appearance of the Olmos Dam Structure located at 1000 E. Olmos Dr.

 

The City issued an Invitation for Bid for the Olmos Dam Structure Cleaning on July 08, 2020 with submission deadline of August 26, 2020.  Seven bid responses were received.  One bidder received was deemed non-responsive for failure submit the required documents. The lowest response meeting the published bid requirements was submitted by SA Facilities Solutions, Inc. dba Facilities Solutions, Inc. and is recommended for award.

 

The initial term of the agreement shall begin upon approval of the contract by City Council and shall terminate upon completion of all work described or delivery of all goods and services ordered as applicable.

 

ISSUE:

This contract will provide the Public Works Department with a contractor that will furnish all labor, materials, equipment and supplies necessary to clean by pressure wash/sandblast removal of painted over graffiti damage, dirt, grime and mildew throughout the Southwest side of Olmos Creek Dam Structure.

 

The contractor will use an abrasive cleaning method and apply a primer and sealer to the Olmos Dam Structure to maintain and preserve the surface for several years with minimal cleaning.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. SA Facilities Solutions, Inc. dba Facilities Solutions, Inc. is a small, women-owned firm that will be self-performing the 21% Minority and/ or Women-Owned Business Enterprise (M/WBE) subcontracting goal.

 

The recommended award is to the lowest responsive bidder, who is also a local business.  Therefore, application of the Local Preference Program was not required.

 

The Veteran-Owned Small Business Preference Program does not apply to construction services contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Olmos Dam Structure would remain in need of pressure wash cleaning/sandblasting and over time accumulate more dirt and grime and continue to be an unfavorable site to the citizens and visitors.

 

 

FISCAL IMPACT:

 

This ordinance accepts a contract with SA Facilities Solutions, Inc. dba Facilities Solutions, Inc. to provide Olmos Dam Structure Cleaning for the Public Works Department for a total cost of $127,260.00.  Funding for this contract is available through the Storm Water Regional Facility Fund and is included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with SA Facilities Solutions, Inc. dba Facilities Solutions, Inc. to provide all labor, materials, equipment and supplies for the Olmos Dam Structure Cleaning for the Public Works Department for a total cost of $127,260.00.

 

This contract is procured on the basis of low bid and a Contracts Disclosure Form is not required.
