Hussey Portable Stair Units & Folding Chairs for the Alamodome

 

 

SUMMARY:

 

This ordinance authorizes a contract with Hussey Seating Company to provide the City of San Antonio Convention & Sports Facilities Department with portable stair units and folding seating at the Alamodome for a total cost of $114,000.00.  Funds for this purchase are within the Telescopic Seating Project budget of $12,415,599 and available through 2020 Certificates of Obligation.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an offer from Hussey Seating Company to provide the Convention & Sports Facilities Department with a contract to provide portable stair units and folding chairs that will provide additional courtside seating. This equipment will be used in conjunction with the telescopic seating project awarded to Hussey Seating Company in December 2019.  The stair units and courtside folding chairs are part of the scope of the telescopic seating project and are within the Telescopic Seating Project budget of $12,415,599 available through the 2020 Certificates of Obligation.  Completion of the telescopic seating project is scheduled prior to the 2021 NCAA Division I Women's Basketball Tournament Final Four games in April 2021.

 

 

ISSUE:

 

This contract will provide the Convention & Sports Facilities Department with supplemental portable stair units to attach to the existing telescopic seating project and folding chairs for additional courtside seating.  The contractor will provide all labor and materials necessary for the proper execution of this contract and completion of the work.  These items are needed prior to the Women’s Final Four in April 2021 and will be purchased utilizing the Sourcewell Cooperative Contract 091719-HSC.  The stairs and folding chairs are part of the scope of the Telescopic Seating Project and within the Telescopic Seating Project budget amount of $12,415,599.  At the time Hussey was awarded this contract in December 2019, the stair units were not available through the Cooperative Agreement with Hussey Seating Company. However, the stair units are now available including the courtside folding chairs and this purchase is in accordance with the National Joint Powers Alliance (Sourcewell) cooperative program passed on Ordinance 2009-02-12-0102, dated 2/12/09.  Contracts awarded through this Purchasing Cooperative are competitive and meet all bidding requirements.

 

Anticipated future procurement to complete this Telescopic Seating Project include aisle pin lights to be installed throughout the new telescopic and existing fixed seating.  This additional item is expected to be presented to City Council for consideration later this year. 

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Convention & Sports Facilities Department will not have the ability to provide courtside seating accommodations and appropriate accessibility for spectators for the upcoming NCAA tournament.

 

FISCAL IMPACT:

 

This ordinance authorizes the purchase of portable stair units and folding seating at the Alamodome for a total cost of $114,000.00. Funds for this purchase are within the Telescopic Seating Project budget of $12,415,599 and available through 2020 Certificates of Obligation.

 

RECOMMENDATION:

 

Staff recommends the approval of this purchase with Hussey Seating Company to provide the City of San Antonio Convention & Sports Facilities Department with portable stair units and folding seating at the Alamodome for a total cost of $114,00.00.

 

This contract is procured by means of cooperative purchasing and a Contract Disclosure Form is not required.
