Contract Award:  World Heritage Trail Signage & Wayfinding (New Signage & Package 5)

 

 

SUMMARY:

 

Consideration of the following items related to the World Heritage Trail Signage & Wayfinding Project, a 2017 Bond funded project, located in Council Districts 1, 3, and 5:                      

 

A.                     An ordinance accepting the lowest responsive bid and awarding a construction contract to Comet Signs LLC in the amount of $566,785.74 for World Heritage Trail Signage & Wayfinding New Signage. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program. 

 

B.                     An ordinance accepting the lowest responsive bid and awarding a construction contract to Comet Signs LLC in the amount of $235,349.31 for World Heritage Trail Signage & Wayfinding Package 5.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017 voters approved the 2017 Bond Program which authorized $5,000,000.00 for the World Heritage Trail Signage & Wayfinding Project located in Council District s 1, 3, and 5.  This project will consist of new comprehensive World Heritage signage and wayfinding related to infrastructure along the World Heritage Trail to provide guidance to residents and visitors to the San Antonio Missions and improve the overall  experience of the World Heritage area.

 

The World Heritage Trail hike-and-bike system provides pedestrian, bicycle, and vehicular routes that link the City of San Antonio’s five Spanish colonial missions: San Antonio de Valero (the Alamo), Concepción, San José, San Juan, and Espada.  The World Heritage Trail Signage & Wayfinding Project is a continuation of the federally-funded Mission Trails Package V project and enhancement of the signage and wayfinding throughout the World Heritage Trail.  The project will provide new signage and wayfinding improvements at 96 sign locations to enhance a continuous trail.  Of these locations, 28 of them are locations originally identified as part of the federalized Mission Trails Package V project.  Federalized projects require that any work conducted must comply with National Environmental Policy Act (NEPA) which involves coordination with the Texas Department of Transportation and the Texas Historical Commission.  With this, to ensure federal requirements were met, the 28 locations were advertised separately as “Package 5” and the remaining 68 locations were advertised as “New Signage.” 

 

Procurement of Services

 

A.                     World Heritage Trail Signage & Wayfinding New Signage was advertised on October 28, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through the electronic bidding site CivCast.  Bids were opened on December 18, 2020 and ten (10) bids were received.  Of these, one bidder was deemed non-responsive for not meeting the bid bond requirements and Comet Signs LLC submitted the lowest responsive bid as indicated in the included matrix herein.

 

B.                     World Heritage Trail Signage & Wayfinding Package 5 was advertised on October 28, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through the electronic bidding site CivCast.  Bids were opened on December 18, 2020 and nine (9) bids were received.  Of these, one bidder was deemed non-responsive for not meeting the bid bond requirements and Comet Signs LLC submitted the lowest responsive bid as indicated in the included matrix herein.

 

These contracts will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority, and women-owned business participation. Summarized below are the SBEDA goals for each contract.

 

A.                     The Goal Setting Committee set a 10% Small Business Enterprise (SBE) subcontracting goal for World Heritage Trail Signage & Wayfinding project for new signage. Comet Signs LLC has committed to meeting these goals.

 

B.                     The Goal Setting Committee set a 10% Small Business Enterprise (SBE) subcontracting goal for World Heritage Trail Signage & Wayfinding project for Package 5. Comet Signs LLC has committed to meeting these goals.

 

These construction contracts were developed utilizing the low bid process.  Therefore, Contracts Disclosure Forms are not required.

 

 

ISSUE:

 

Consideration of the following items related to the World Heritage Trail Signage & Wayfinding Project, a 2017 Bond funded project:                     

 

A.                     This ordinance accepts the lowest responsive bid and awards a construction contract to Comet Signs LLC in the amount of $566,785.74 for World Heritage Trail Signage & Wayfinding New Signage.  

 

The New Signage package will provide for new comprehensive World Heritage signage and wayfinding related to infrastructure along the World Heritage Trail at 68 sign locations.  

Project construction is anticipated to begin in April 2021 and is estimated to be completed by April 2022.

 

B.                     This ordinance accepts the lowest responsive bid and awards a construction contract to Comet Signs LLC in the amount of $235,349.31 for World Heritage Trail Signage & Wayfinding Package 5. 

 

In addition to the New Signage package, Package 5 will also provide for new comprehensive World Heritage signage and wayfinding related to infrastructure along the World Heritage Trail at 28 sign locations.  To comply with federal NEPA requirements, these sign locations will remain within the public right of way and in the same location as previously evaluated as part of the federally-funded Mission Trails Package V project.

Project construction is anticipated to begin in April 2021 and is estimated to be completed by January 2022.

 

The construction of these improvements will improve pedestrian safety, orientation and connectivity providing an enhanced continuous wayfinding system throughout the World Heritage Area.

 

 

ALTERNATIVES:

 

As an alternative, City Council could require staff to rebid these packages; however, considering the additional time needed for another solicitation process, this would adversely affect the project’s timely completion.

 

 

FISCAL IMPACT:

 

A.                     This is a one-time capital improvement expenditure payable to Comet Signs LLC in the amount of $566,785.74 for the World Heritage Trail Signage & Wayfinding Project for new signage.  Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program. 

 

B.                     This is a one-time capital improvement expenditure payable to Comet Signs LLC in the amount of $235,349.31 for the World Heritage Trail Signage & Wayfinding Project Package 5.  Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program. 

 

 

RECOMMENDATION:

 

A.                     Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Comet Signs LLC in the amount of $566,785.74 for the World Heritage Trail Signage & Wayfinding Project.

 

B.                     Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Comet Signs LLC in the amount of $235,349.31 for the World Heritage Trail Signage & Wayfinding Project Package 5.
