Flat Panel Instant Imaging Nano X-Ray - SAPD


SUMMARY:

This ordinance authorizes a contract with ADS, Inc. to provide the City of San Antonio Police Department with two Nano Flat Panel Instant Imaging X-Ray Detector tactical response kits for a total cost of $70,907.20. Funding is available from 2019 Federal Grant-State Homeland Security Program.


BACKGROUND INFORMATION:

Submitted for Council consideration is a contract with ADS, Inc. for two Nano Flat Panel Instant Imaging X-Ray Detector tactical response kits for the San Antonio Police Department (SAPD) bomb technicians. These tactical response kits are a self-contained, battery-operated, flat-panel detector designed and built for field use. The flat-panel detector will provide the Bomb Squad technicians with equipment to safely conduct X-ray images to provide accurate, near real-time radiographic imaging capabilities during investigative field operations. These X-Ray detectors can be remotely controlled up to 300 feet away to allow for safe use by the bomb technicians.

This purchase from ADS, Inc. is made through the Federal Supply Schedules of the GSA cooperative contract number GS-07F-05965P in accordance with the Texas Local government code? 271.103.


ISSUE:

These Instant Imaging X-Ray Detector tactical response kits will provide the SAPD bomb squad technicians with X-ray images to provide accurate, near real-time radiographic imaging capabilities during investigative field operations.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

This award is an exception to the Local Preference Program.

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
