DEPARTMENT: Police Department

DEPARTMENT HEAD: William P. McManus, Chief of Police

COUNCIL DISTRICTS IMPACTED: City Wide

SUBJECT: Street Racing

SUMMARY:

The Department will provide the Public Safety Committee with an overview of its efforts to address public safety concerns associated with street racing and related activities through enforcement, education, and policy development.

BACKGROUND INFORMATION:

Over the last several months, there have been several high-profile street racing events throughout the city which, in some cases, has resulted in assaults on police officers, injury for participants and spectators, disruption of traffic flow along major corridors, and property damage.  In response to these incidents, the SAPD has implemented a Street Racing Initiative, which consists of multiple Department units and area law enforcement agencies, to proactively identify, monitor and address organized street racing events.

The Department recognizes that the behavior and tactics of street racing groups is evolving and posing new public safety issues for cities across the state. As a result, the SAPD has been working closely with the City Attorney to develop a street racing spectator ordinance to enhance the ability of the Department to effectively address street racing and individuals that attend these events.

The SAPD remains committed to continuing to work in coordination with the business community and neighborhood organizations to address concerns with street racing, speeding and other unsafe driving behavior.
