Parking Revenue Control Systems Cash Handling Stations for San Antonio International Airport

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with HUB Parking Technology USA, Inc. to provide nine ZEAG Parking Revenue Control Systems cash handling stations for the San Antonio Aviation Department, Parking Division for a total cost of $71,067.42.  Funding is available from FY 2021 Airport Operating and Maintenance Fund. 

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by HUB Parking Technology USA, Inc. (HUB) to provide nine ZEAG Parking Revenue Control System (SYSTEM) cash handling stations for the San Antonio Aviation Department, Parking Division. The new replacement stations are manufactured and distributed by HUB.  No other cash handling stations are compatible with the existing parking revenue control system installed at the Aviation Department due to proprietary software and hardware.

 

Of the nine cash handling stations, seven are located at the San Antonio International Airport parking garage exit plaza, one is located at the Green Parking Lot, and one is located at the Red Parking Lot. The cash handling stations enable point-of-sale for customers to pay for parking fees, including by credit card, upon exit from the airport.

 

These cash handling stations are being purchased as Sole Source according to the provisions of Texas Statues Local Government Code 252.022.07. No other source can supply the items listed nor can any comparable item fulfill the same requirements. Vendor acknowledges, with his/her signature, that all items offered are considered a Sole Source.

 

 

ISSUE:

 

The existing cash handling stations have reached the end of their life and are required to be replaced with new stations which will ensure Payment Card Industry (PCI) compliance.

 

The new cash handling stations will have a 1-year manufacturer warranty. 

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Aviation Department will continue to use the existing cash handling stations which are no longer supported by HUB Parking Technology USA, Inc. and are out of PCI compliance.  These cash handling stations have reached the end of their life and are in urgent need of replacement to be PCI compliant.

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of a contract with HUB Parking Technology USA, Inc. to provide nine ZEAG Parking Revenue Control Systems cash handling stations for the San Antonio Aviation Department, Parking Division for a total cost of $71,067.42. Funding is available from FY 2021 Airport Operating and Maintenance Fund. 

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with HUB Parking Technology USA, Inc. to provide the San Antonio Aviation Department, Parking Division with nine cash handling stations for a total cost of $71,067.42.

 

This contract is procured by means of sole source and a Contracts Disclosure Form is not required.
