SUBJECT: ADDR-SNC-20-12700003: Street Name Change of a portion of South Medina to Carlos Martinez Drive.

 

SUMMARY:

 

Street Name Change Case ADDR-SNC-20-12700003: A request by Veterans Enterprises of Texas for approval of an ordinance to change a portion of South Medina to Carlos Martinez Drive, generally located between Chihuahua Street and Tampico Street.

BACKGROUND INFORMATION:

Veterans Enterprises of Texas is submitting the street name change request to rename a portion of South Medina to Carlos Martinez Drive to memorialize their CEO/President of 48 years who recently passed away in 2020.

 

Analysis and Notification Process:

 

This street name change was processed in accordance with Chapter 6 Section 672(d)(7) of the City Code that states although choices for names are unlimited, names may be selected to honor a person, place, institution, or group.

 

This Street Name Change would require zero (0) address changes.

 

The segment consists of approximately three hundred and fifty-five (355) linear feet and two (2) ground mounted signs.

 

Inter-departmental Technical Review:

All City Departments reviewed the proposed request in accordance with Chapter 6 Section 675 of the City Code. The technical review included:

                     Bexar Metro 9-1-1 Network

                     CPS Energy

                     Development Services

                     Office of Historic Preservation

                     Public Works

                     San Antonio ISD

                     San Antonio Water System (“SAWS”)

                     United States Postal Service (USPS)

                     VIA Metropolitan Transit

 

Development Services Department received no concerns from any reviewing agency. In addition, the United States Postal Service approved the proposed street name change on November 4, 2020 in accordance with Chapter 6 Section 675 of the City Code and Chapter 35 Section 506(h) of the Unified Development Code (“UDC”).

Planning Commission Public Hearing and Notification: February 24, 2021

 

-                     2 Notices mailed to property owners abutting the segment of the street proposed street name change and 1 notice mailed to the Historic Westside Neighborhood Association

-                     0 notices returned in opposition

-                     No response from the Historic Westside Neighborhood Association

-                     Planning Commission recommended Approval on February 24, 2021.

 

ISSUES:

 

None.

 

ALTERNATIVES:

 

Denial of this request will result in the street remaining as South Medina.

 

FISCAL IMPACT:

 

The anticipated costs for the project totals $1,643.88. This includes an application fee of $1,010.00, estimated notification fee of $9.00.  All costs have been paid by applicant. 

 

RECOMMENDATION:

 

This proposed street name change meets the criteria of Chapter 6 Section 672(d)(7) of the City Code. Staff recommends Approval.
