SUBJECT: Authorization of an Interlocal Cooperation Contract between the San Antonio Police Department and the Texas Department of Public Safety.

 

 

SUMMARY: 

 

An Ordinance approving an Interlocal Cooperation Contract with the Texas Department of Public Safety (DPS) reimbursing the San Antonio Police Department  (SAPD) an amount of up to $150,000 annually for five years for a total contract amount of $750,000 for support services in connection with the Texas Anti-Gang Program. The agreement will commence upon full execution and will terminate on March 31, 2026.

 

BACKGROUND INFORMATION: 

 

The Texas Anti-Gang Center in San Antonio is a physical environment funded by the Texas Governor’s Office Criminal Justice Division and established to support strategic law enforcement partnership within the San Antonio metropolitan area to combat gang violence and organized crime associated with these criminal enterprises. This multidisciplinary approach of the TAG Center concentrates efforts through the coordination of gang prevention, intervention and suppression activities. The combined law enforcement resources and strategies are designed to effectively decrease the threat created by gang activities and positively disrupt the command and control of these criminal organizations which affect public safety in our communities and allows for uninhibited communication and de-confliction of intelligence and practices.

 

The law enforcement agencies co-located at the San Antonio area TAG Center include: Federal Bureau of Investigations (FBI); Drug Enforcement Administration (DEA); Alcohol, Tobacco, Firearms and Explosives (ATF), Federal Bureau of Prisons (BOP); Department of Homeland Security Investigations (HSI)/Immigration and Customs Enforcement (ICE); US Marshals Service (USMS); Texas Department of Public Safety (DPS); Texas Department of Criminal Justice (TDCJ)/Office of the Inspector General (OIG); Bexar County Sheriff’s Office (BCSO); and Bexar County District Attorney’s Office (DA). Currently, of the 135 assigned personnel at the TAG Center, there are 16 SAPD personnel.

 

DPS reimburses SAPD for the personnel cost associated with the TAG Administrator, phone, security and access control, and information technology support.

 

 

ISSUE: 

 

This action authorizes an Interlocal Cooperation Contract with the Texas Department of Public Safety (DPS) to reimburse the San Antonio Police Department (SAPD) in an amount not to exceed  $150,000 annually for five years for a total contract amount of $750,000 for support services in connection with the Texas Anti-Gang Program.

 

ALTERNATIVES: 

 

This funding allows the San Antonio Police Department to provide services that support the continued operation of the TAG Program.

 

FISCAL IMPACT: 

 

This ordinance authorizes SAPD to receive reimbursement from DPS for support services related to the TAG Program in the amount of up to $150,000 annually for five years.

 

DPS will continue to reimburse SAPD on a monthly basis for expenses incurred in relation to support provided to the TAG program that includes the personnel cost of a TAG Administrator, information technology and phone connectivity, security access and control, and cable media subscription for the TAG.

 

RECOMMENDATION:

 

Staff recommends approval of this Interlocal Cooperation Contract between the San Antonio Police Department and the Texas Department of Public Safety.
