Purchase of Police Motorcycles

 

 

SUMMARY:

 

This ordinance authorizes acceptance of contract with Kent Powersports to provide the San Antonio Police Department (SAPD) with twelve replacement police motorcycles for FY 2021 and FY 2022 for a total estimated cost of $312,268.20.

 

Funding for six replacement police motorcycles in the amount of $156,134.10 is available from the FY 2021 Equipment Renewal and Replacement Fund (ERRF) budget. Additional purchases are subject to the appropriation of subsequent funding. 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an offer submitted by Kent Powersports to provide twelve replacement Honda Goldwing Police Motorcycles for a total cost of $312,268.20.

 

Through extensive testing and evaluation, the SAPD and San Antonio Police Association (SAPOA) Labor Relations Committee (LRC) unanimously chose the Honda Goldwing Motorcycle. The LRC reviews equipment requirements in support of law enforcement operations. The proposed annual contract shall replace existing patrol motorcycles that have, or about to reach their 36-month life in accordance with the Collective Bargaining Agreement (CBA).  This annual contract complies with all requirements as set forth in the Collective Bargaining Agreement (CBA).

 

The recommendation to purchase Honda Goldwing Motorcycles was first presented to the Public Safety Council Committee on October 24, 2012.

 

These motorcycles will be utilized by the Police Department and will provide vital support to public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.  There are currently twenty-six motorcycles in the City’s fleet which includes three spare units.

 

 

ISSUE:

 

This contract will provide the Police Department with twelve replacement units to the City’s fleet. The replacement of these units is consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program. These motorcycles are being purchased utilizing a Public Health or Safety exemption and offers were solicited from multiple Honda dealerships.

 

The life expectancy for these units is 36 months. These units have a three-year unlimited-mileage limited warranty.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

There were no offers received from local vendors for this contract; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Police Department’s ability to provide essential services to the residents of San Antonio could be affected. All motorcycles being replaced have met or will meet its age or hour requirement cycles for replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could render the units no longer economically feasible to repair and could impact the department’s ability to provide essential services to the residents of San Antonio.

 

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of contract with Kent Powersports to provide the San Antonio Police Department (SAPD) with twelve replacement police motorcycles for FY 2021 and FY 2022 for a total estimated cost of $312,268.20.

 

Funding for six replacement police motorcycles in the amount of $156,134.10 is available from the FY 2021 Equipment Renewal and Replacement Fund (ERRF) budget. Funding for FY 2022 in the amount of $156,134.10 for six replacement police motorcycles from the ERRF are subject to appropriation of funds. 

 

 

RECOMMENDATION:

 

Staff recommends the approval of the purchase of twelve replacement motorcycles from Kent Powersports for a total cost of $312,268.20.

 

This contract was procured on the basis of Public Health or Safety Exemption and a Contracts Disclosure Form is not required.
