Construction Contract for the Huebner Creek Trailhead at Crystal Hill

 

 

SUMMARY:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to RCO Construction, L.L.C. in an amount not to exceed $641,180.00 for the Huebner Creek Trailhead project at Crystal Hill, located in Council District 7.  Funding in the amount of $591,680.00 is available from the voter approved Sales Tax Venue funds and is part of the adopted FY 2021 - FY 2026 Capital Improvement Program.  This ordinance also appropriates $49,500.00 from the FY 2021 Tree Canopy Preservation and Mitigation Fund which will be used for tree plantings around the trailhead and supporting irrigation.

 

 

BACKGROUND INFORMATION:

 

This ordinance approves a construction contract with RCO Construction, L.L.C. for the Huebner Creek Trailhead project at Crystal Hill which will construct an accessible entrance to the Huebner Creek Greenway and connection to/from the adjacent Retreat at Ingram Hills neighborhood and other nearby residents.  The Huebner Creek Trailhead project at Crystal Hill includes site work, concrete, shade elements, a drinking fountain, lighting, a crosswalk, and minor trailhead amenities such as signage, benches, tree plantings, and landscaping.  The City will receive a San Antonio River Authority (SARA) Watershed Wise Rebate in the amount of $157,673.25 to build a Low Impact Development (LID) bioswale feature, which will be recouped into the Sales Tax Venue fund. Design work was performed by Terra Design Group.  It is anticipated that construction will begin in Summer 2021 and be completed before the end of Spring 2022.

 

The proposed project is part of a growing network of interconnected hike and bike trails known as the Howard W. Peak Greenway Trails system, which is funded through sales tax initiatives approved by voters in 2000, 2005, 2010, and 2015.  The objectives of the program are to acquire and preserve open space along San Antonio creekways and to develop multi-use hike and bike trails, trailheads, signage and associated amenities for use by San Antonio residents and visitors.

 

This project was advertised on December 23, 2020 in the Hart Beat, the Texas Electronic State Business Daily, the City’s website, TVSA and the electronic bidding site CivCast.  Bids were opened on January 29, 2021 and eight (8) bids were received. One bidder was deemed non-responsive due to not meeting the subcontracting requirements. After reviewing the bids, RCO Construction, L.L.C. was deemed the lowest responsive bidder. A summary of the bids received is shown on Attachment I.  

 

This contract will be executed in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal.  RCO Construction, L.L.C. is certified S/MBE and has committed to satisfying the AABE subcontracting goal.

 

This construction contract was developed utilizing the low bid process; therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to RCO Construction, L.L.C. in an amount not to exceed $641,180.00 for the Huebner Creek Trailhead project at Crystal Hill, located in Council District 7.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this construction contract and request staff rebid the project.  However, in doing so the project would be delayed and risk potential cost increases due to market inflation.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a one-time capital improvement expenditure in the amount of $641,180.00, payable to RCO Construction, L.L.C. for the Huebner Creek Trailhead project at Crystal Hill, located in Council District 7.  Funding in the amount of $591,680.00 is available from the voter approved Sales Tax Venue funds and is part of the adopted FY 2021 - FY 2026 Capital Improvement Program.  This ordinance also appropriates $49,500.00 from the FY 2021 Tree Canopy Preservation and Mitigation Fund which will be used for tree planting around the trailhead and supporting irrigation.

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance to accept the lowest responsive bid and award a construction contract to RCO Construction, L.L.C. for the Huebner Creek Trailhead project at Crystal Hill in an amount not to exceed $641,180.00.
