SUBJECT:

 

One Year Contract Extension for Security Staffing Services

 

 

SUMMARY:

 

An ordinance authorizing a contract extension with Allied Universal Security Services (formerly Allied Barton Security Services, LLC) to provide armed (Commissioned) and unarmed (Non-Commissioned) security officers at various City facilities for one additional year in the estimated amount of $7,000,000.00.  Funding is available from departments’ adopted budget approved by City Council.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is a one-year contract extension with Allied Universal Security Services to provide armed (Commissioned) and unarmed (Non-Commissioned) security officers at various City facilities.  Under the existing contract, security services are provided for buildings; facilities; grounds; and rights-of-way; for employees and visitors, customers, and vendors; emergency response; access control; technology control station monitoring; mobile patrol, and other related security services.  Approval of this change order will extend the current contract with Allied Universal Security Services from May 1, 2021 to April 30, 2022 in the estimated amount of $7,000,000.00.

 

The City of San Antonio issued a Request for Competitive Sealed Proposal (RFCSP) for “Citywide Security Officer Services” on May 1, 2020.  Initial discussions commenced with the top ranked firm on January 13, 2021.  However, on February 12, 2021, the City notified all respondents the solicitation for Security Officer Services was cancelled. The cancellation of the solicitation and the one-year extension with Allied Universal Security Services will allow the opportunity to conduct a comprehensive assessment of the City’s current and future security needs based upon the evolving security environment which includes knowledge gained from the pandemic response and the recent incidents of domestic unrest in order to provide a safe working environment for City employees and the public accessing City facilities. Once this assessment has been completed, the City intends to release a new solicitation to allow all respondents the opportunity to submit proposals based upon the updated scope of services.

 

The term of the original contract for Security Staffing Services with Allied Universal Security commenced on December 30, 2015 and, as renewed and extended, expired on December 31, 2020. A contract extension was approved by City Council on December 17, 2020 and extended the contract to April 30, 2021.

 

 

ISSUE:

 

This ordinance authorizes a one-year extension of the contract with Allied Universal Security Services to provide armed (Commissioned) and unarmed (Non-Commissioned) security officers at various City facilities for a one year period beginning May 1, 2021.  Approval of this extension will allow the Information Technology Services Department the necessary time to conduct a comprehensive assessment of current and future security needs.

 

This contract extension is an exception to the Small Business Economic Development Advocacy (SBEDA) and Local Preference Programs.

 

The Veteran-Owned Small Business Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

This one-year contract extension is necessary to allow the Information Technology Services Department the opportunity to conduct a comprehensive assessment of the City’s current and future security needs.  Should this extension not be approved, the City would not have a contract to provide licensed security officers at City facilities.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract extension with Allied Universal Security Services for a one-year period to provide armed (Commissioned) and unarmed (Non-Commissioned) security officers at various City facilities in the estimated amount of $7,000,000.00.  Funds are not encumbered by this ordinance. All expenditures will be in accordance with the departments’ adopted budget approved by City Council. Services provided through this contract are as needed and dependent upon availability of funds within departmental budgets.

 

 

RECOMMENDATION:

 

Staff recommends the approval of a one-year contract extension with Allied Universal Security Services from May 1, 2021 to April 30, 2022 to provide armed (Commissioned) and unarmed (Non-Commissioned) security officers at various City facilities in the estimated amount of $7,000,000.00.
