SUBJECT:

 

FY 2021 Texas Congregate Meal Initiative (TCMI)

 

 

SUMMARY:

An ordinance authorizing the acceptance of funds up to $7,500.00 from the Texas Department of Health and Human Services (TDHHS) for the FY 2021 Texas Congregate Meal Initiative (TCMI). The grant period is from May 1, 2021 through December 31, 2021.

 

Furthermore, this ordinance authorizes the Director of the Department of Human Services (DHS) to initiate, negotiate, and execute  any  and all necessary documents to effectuate the acceptance of the referenced grant. This ordinance also authorizes the acceptance of additional funding, if awarded, in an amount up to 20% of the total amount awarded to the grant.

 

 

BACKGROUND INFORMATION:

The DHS Senior Services program provides congregate meals to older adults, 60 and over living in San Antonio and Bexar County. The program provides approximately 3,100 meals daily at 52 DHS Comprehensive Senior Centers and part-time Nutrition Sites throughout the community. 

 

On October 1, 2020, TDHHS launched a learning collaborative with the goal to increase participation in the congregate meal program. Sixteen nutrition providers, including DHS were selected to participate in the initiative and invited to submit an application for funding to enhance senior nutrition program marketing and outreach efforts. The City Manager’s Office approved submission of the application on January 21, 2021.

 

ISSUE:

This ordinance authorizes the acceptance of funds, from the Texas Department of Health and Human Services for the FY 2021 TCMI initiative. The grant period is from May 1, 2021 through December 31, 2021. 

 

 

ALTERNATIVES:

Should authority to accept funding not be provided, DHS would be ineligible to receive grant and continue participation in the learning collaborative.

 

FISCAL IMPACT:

This ordinance approves the acceptance, if awarded, of a Texas Department of Health and Human Services grant of up to $7,500.00 for the period from May 1, 2021 through December 31, 2021. This grant does not require a city match.

 

RECOMMENDATION:

Staff recommends approval of this ordinance authorizing the acceptance of funding, if awarded, of grant funding in an amount up to $7,500.00 for the period from May 1, 2021 through December 31, 2021.
