Contract Award: Braun Road Sidewalks

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to Davila Construction, Inc. in the amount of $1,087,491.57 of which $1,586.44 will be reimbursed by San Antonio Water System (SAWS) and $1,155.84 will be reimbursed by CPS Energy for the Braun Road Sidewalks project located in Council Districts 7 and 8.  Funds are available and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

As part of the FY 2019 Budget, City Council approved $1,000,000.00 to construct sidewalks along Braun Road from Bandera Road to Tezel Road.  Additionally, as part of FY 2020 budget $1,000,000.00 was approved in Council District 7 Improvement funds of which $500,000.00 was allocated for the construction of the Braun Road Sidewalks project for a total project budget of $1,500,000.00.

 

This project will provide for a 10-foot shared-use path for bicycles and pedestrians from Bandera Road to Tezel Road including associated roadway work to relocate and restripe lanes on Braun Road as well as minor SAWS and CPS Energy utility adjustments.  Project construction is anticipated to begin in May 2021 and is estimated to be completed by December 2021.

 

Procurement of Services

This project was advertised on December 9, 2020 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA and through the electronic bidding site CivCast. Bids were opened on February 5, 2021 and ten (10) bids were received. Of these, one bidder was deemed non-responsive due to not meeting the subcontracting requirements.  Davila Construction, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority and women-owned business participation on the contract.  The Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  Davila Construction, Inc. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to Davila Construction, Inc. in the amount of $1,087,491.57 of which $1,586.44 will be reimbursed by San Antonio Water System (SAWS) and $1,155.84 will be reimbursed by CPS Energy for the Braun Road Sidewalks project located in Council Districts 7 and 8.

 

This project will provide for a 10-foot shared-use path for bicycles and pedestrians from Bandera Road to Tezel Road and associated roadway work to relocate and restripe lanes on Braun Road without requiring additional right-of-way.  The project will also include minor SAWS and CPS Energy utility adjustments to the sewer manholes and gas valves.  Project construction is anticipated to begin in May 2021 and is estimated to be completed by December 2021.

 

 

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise the project; however, considering the additional time required for another solicitation process this would extend the completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $1,087,491.57 payable to Davila Construction, Inc. Of this amount $1,586.44 will be reimbursed by SAWS and $1,155.84 will be reimbursed by CPS Energy. Funds are available from 2015 and 2019 Certificates of Obligation and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Davila Construction, Inc. in the amount of $1,087,491.57 of which $1,586.44 will be reimbursed by SAWS and $1,155.84 will be reimbursed by CPS Energy for the Braun Road Sidewalks project located in Council Districts 7 and 8.
