Installation of Magnetic Gates & Gate Operators for Stinson Municipal Airport

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with the Swift Corporation, LLC to provide the Aviation Department with the purchase, delivery, and installation of six Automatic Gate Access Systems for Stinson Municipal Airport for an estimated total cost of $136,800.00.  Three gates will be installed in FY 2021 with funding available from the Airport Capital Improvement Fund and partially reimbursed by the Texas Department of Transportation as part of the Routine Airport Maintenance Program. Three gates will be installed in FY 2022 upon Council approval of the same Aviation Capital Improvement Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached bid tabulation of six responses received for the purchase, delivery, and installation of six Automatic Gate Access Systems for Stinson Municipal Airport.  The automatic gates will replace the existing chain driven gates. The lowest responsive bid was submitted by the Swift Corporation, LLC and is recommended for award.

 

Stinson Municipal Airport has eight automatic access gate entrances which are in use 24 hours per day and 7 days per week.  Two entrances have already received new gates with hydraulic slide gate operators.  The remaining six gates will be replaced with aluminum cantilever slide gates and hydraulic slide gate operators with vehicle and inductive detectors.  Stinson Municipal Gates A1, A3 and A4, shall be installed and tested no later than August 24, 2021, and Gates A2, A5 and A6, shall be installed and tested no later than August 24, 2022.

 

 

ISSUE:

 

This contract will provide for the replacement of six automatic gate access systems for the Aviation Department at the Stinson Municipal Airport.  Six entrances still have chain-driven gates which are over 15-years old and have reached the end of their useful life.  Replacement parts for the current chain-driven gates have become obsolete.

 

The new automatic gates will have a 1-year warranty on labor and a 5-year warranty on manufacturer parts.

 

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

In accordance with the Local Preference Program, no local preference was applied since the local bidder is not within 3% of the recommended lowest non-local bidder.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Aviation Department will be required to utilize the existing chain driven gates which reached the end of their useful life and are becoming irreparable.  As a result, Stinson Municipal Airport’s security could be compromised.

 

 

FISCAL IMPACT:

RECOMMENDATION:

 

Staff recommends the approval of the contract with Swift Corporation LLC for the purchase, delivery, and installation of six replacement Automatic Gate Access Systems for Aviation Department, Stinson Municipal Airport for an estimated total cost of $136,800.00. 

 

This contract is procured on the basis of low bid and a Contracts Disclosure Form is not required.
