Contract Award:  Fredericksburg Road (North Flores Street to West Woodlawn Avenue) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $5,286,187.48 of which $568,914.10 will be reimbursed by San Antonio Water System (SAWS) and $139,815.00 will be reimbursed by CPS Energy for the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) project, a 2017 Bond funded project, located in Council District 1. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $8,000,000.00 for street and sidewalk improvements for the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) project located in Council District 1.

 

The project will provide for a road transformation of Fredericksburg Road to include the conversion of a four-lane street to a three-lane street from Culebra Road to Cincinnati Avenue and the conversion of a four-lane street to a two-lane street from Cincinnati Avenue to West Craig Place.  The project will also provide for other corridor improvements consisting of a mill and overlay of the street, curbs, sidewalks, driveways, traffic signal upgrades, pavement markings, bike lanes, lane reconfiguration, drainage and utility upgrades from Culebra Road to Cincinnati Avenue.  The additive alternate included as part of this project will provide for the same improvements constructed from Culebra Road to Cincinnati Avenue to be constructed from Cincinnati Avenue to West Craig Place excluding bike lanes.  The additive alternate will include on-street parking, wider sidewalks and the installation of a new traffic signal at the intersection of West French Place and Fredericksburg Road.  Project construction is anticipated to begin in September 2021 and is estimated to be completed by November 2022.

 

Procurement of Services

This project was advertised on January 29, 2021 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, and through the electronic bidding site CivCast. Bids were opened on March 9, 2021 and six (6) bids were received. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 28% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal. E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise this project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in an amount of $5,286,187.48 payable to E-Z Bel Construction, LLC. Of this amount, $568,914.10 will be reimbursed by SAWS and $139,815.00 will be reimbursed by CPS Energy.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in an amount of $5,286,187.48 of which $568,914.10 will be reimbursed by SAWS and $139,815.00 will be reimbursed by CPS Energy for the Fredericksburg Road (North Flores Street to West Woodlawn Avenue) project.
