International Center Fire Panel Replacement - BESD

 

 

SUMMARY:

 

This ordinance authorizes a contract with Western States Fire Protection Company to provide labor, materials, and equipment to perform the removal and replacement of the existing fire alarm control panel and alarm system devices at the International Center for Building and Equipment Services Department for a total estimated cost of $96,763.00.  Funding for this contract is available from the FY 2021 International Center Repair & Remodel Capital Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is a bid submitted by Western States Fire Protection Company to perform the removal and replacement of the fire alarm control panel and alarm system devices at the International Center building.  Contractor will furnish all designs, approval and permits, equipment, devices, software, wiring and conduit, miscellaneous material, interfaces, delivery, labor, supervision, transportation, copies of required documentation and prints, programming of equipment, testing and commissioning services necessary to design, furnish and install a completely integrated and operational system.

 

The City issued a Formal Invitation for Bid (6100013254) “International Center Fire Panel Replacement - BESD” on September 14, 2020 with a submission deadline of October 2, 2020.  Two bids were received and were deemed eligible for review.  Western States Fire Protection Co. is recommended for contract award as the low, responsive bidder.

 

The initial term of the agreement shall be for the period upon award by City Council through December 31, 2021. 

 

 

ISSUE:

 

This contract will provide the Building and Equipment Services Department with a contractor that will furnish the necessary labor, materials, and equipment required to perform the removal and replacement of the fire alarm control panel and alarm system devices at the International Center. The services are required to preserve the safety, reliability, and functionality of the Life Safety System(s) for the building and its occupants. Replacement of panel and associated equipment is required due to age of system and current system failures/functionality.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Small Business Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Building and Equipment Services Department will be required to process individual procurements to provide repair services to the fire alarm control panel and alarm system devices.  Systems current condition and age no longer allows the necessary repairs as parts are no longer available.  This would place the building’s occupant’s life and safety in peril.

RECOMMENDATION:

 

Staff recommends approval of this contract with Western States Fire Protection Company to provide services for the removal and replacement of the fire alarm control panel and alarm system devices at the International Center for the Building and Equipment Services Department for a total estimated cost of $96,763.00.

 

This contract was procured by means of Formal Invitation for Bid and a Contracts Disclosure form is not required.
