Change Orders: Rittiman Road (I-35 to Castle Cross Drive) Project (2017 Bond Project)

 

 

SUMMARY:

 

Consideration of the following items related to the Rittiman Road (I-35 to Castle Cross Drive) Project, a 2017 Bond funded project, located in Council District 2:

 

A.                     An ordinance approving two City requested change orders in the increased amount of $381,337.68 and authorizing payment to Alamo City Constructors, Inc. for the Rittiman Road (I-35 to Castle Cross Drive) project, a 2017 Bond funded project, located in Council District 2. 

 

B.                     An ordinance approving two utility related change orders in the increased amount of $209,743.80 and authorizing payment to Alamo City Constructors, Inc. for the Rittiman Road (I-35 to Castle Cross Drive) project, a 2017 Bond funded project, located in Council District 2; of which $209,743.80 will be reimbursed by CPS Energy.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $4,000,000.00 for street improvements for the Rittiman Road (I-35 to Castle Cross Drive) project located in Council District 2.

 

The Rittiman Road (I-35 to Castle Cross Drive) project will provide for roadway improvements to the Rittiman Road corridor along travel lanes experiencing deterioration due to consistently high volumes of bus, truck and other vehicular traffic.  The project will extend the right-turn lane to ease congestion on I-35 northbound and construction of a concrete median extended past the Industry Park intersection. The project will also include the mill and overlay identified spot base repairs and concrete bus pads.   Construction started in April 2020 and is expected to be completed in May 2021. 

 

Previous Council Action

A previously executed contract with Alamo City Constructors, Inc. for $5,611,649.36 for the construction of Rittiman Road (I-35 to Castle Cross Drive) was approved by City Council on February 20, 2020 through Ordinance 2020-02-20-0098.  These proposed change orders will increase the contract capacity by $591,081.48 to a revised contract amount of 6,339,179.34.

ISSUE:

 

Consideration of the following items related to the Rittiman Road (I-35 to Castle Cross Drive) project, a 2017 Bond funded project, located in Council District 2:

 

A.                     This ordinance approves two City requested change orders in the increased amount of $381,337.68 and authorizes payment to Alamo City Constructors, Inc. for the Rittiman Road (I-35 to Castle Cross Drive) project.

 

The first City requested change order will compensate the contractor for additional base repairs.  Rittiman Road has a high amount of truck, bus, and industrial traffic.  This has led to high portions of the road failing and crumbling under sustained loading.  During original scoping, it was understood that additional areas of base repair may be identified after the top two inches were removed and the base underneath was exposed.  An additional 1,370 square yards were identified as requiring repair.

 

The second City requested change order will provide for the strengthening of trenches over the gas main throughout the project to prevent premature pavement failure.  The plans provided an option for the contractor to use flowable fill-in-lieu of asphalt to backfill the trench, which may cause early pavement failures due to the heavy truck traffic along the Rittiman Road corridor.  To address the issue and reconstruct the trenches, the City and CPS Energy have agreed to cost-share the repair and add 12 calendar days to the project.

 

B.                     This ordinance approves two utility related change orders in the increased amount of $209,743.80 which will be reimbursed by CPS Energy and authorizes payment to Alamo City Constructors, Inc. for the Rittiman Road (I-35 to Castle Cross Drive) project; of which $209,743.80 will be reimbursed by CPS Energy.

ALTERNATIVES:

 

A.                     As an alternative, City Council could require staff to complete a bid process for the work. This would lead to delays of the project and potentially an increased cost of the work. The most cost-effective option is to approve these change orders.

 

B.                     As an alternative, City Council could choose staff to complete a bid process for the work. However, these change orders are approved by and will be reimbursed by CPS Energy.  A rebid of this work could lead to delays of the project and potentially an increased cost of the work to the City. The most cost-effective option is to approve these change orders.

 

 

FISCAL IMPACT:

 

A.                     This is a one-time capital improvement expenditure in the amount of $381,337.68 payable to Alamo City Constructors, Inc. for two City requested change orders. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.   

 

B.                     This is a one-time capital improvement expenditure in the amount of $209,743.80 payable to Alamo City Constructors, Inc. for two utility related change orders.  This ordinance also authorizes the acceptance of reimbursed funds in the amount not to exceed $209,743.80 from CPS Energy for the two utility change orders. 

 

 

RECOMMENDATION:

 

Staff recommends approval of the following items related to the Rittiman Road (I-35 to Castle Cross Drive) project, a 2017 Bond funded project, located in Council District 2:

 

A.                     Staff recommends approval of the execution of the two City requested change orders in the increased amount of $381,337.68 to Alamo City Constructors, Inc. for the Rittiman Road (I-35 to Castle Cross Drive) project.

 

C.                     Staff recommends approval of the execution of two utility requested change orders in the increased amount of $209,743.80 of which will be reimbursed by CPS Energy for the Rittiman Road (I-35 to Castle Cross Drive) project.
