Contract Award: Southcross Boulevard (I-37 to I-35) (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to Cal-Tex Interiors Incorporated in the amount of $2,353,550.60 of which $242,520.00 will be reimbursed by San Antonio Water System (SAWS) for the Southcross Boulevard (I-37 to I-35) project, a 2017 Bond funded project, located in Council District 3.  Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $5,000,000.00 for the Southcross Boulevard (I-37 to I-35) Project located in Council District 3.  The project will be coordinated with the World Heritage Office as it is one of several projects located within the World Heritage Buffer Zone.  The construction of improvements within this zone will be focused on improving pedestrian safety and connectivity providing an enhanced experience for visitors throughout the World Heritage Area. 

 

The Southcross Boulevard project will improve pedestrian connectivity on Southcross Boulevard between I-37 and I-35 with the installation of curbs, sidewalks and upgrades to traffic and pedestrian signals at the Mission Road intersection including associated utility improvements.  Project construction is anticipated to begin in June 2021 and is estimated to be completed by May 2022.

 

Procurement of Services

This project was advertised on January 28, 2021 for construction bids in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, TVSA and through electronic bidding website CivCast.  Bids were opened on March 12, 2021 and eight (8) bids were received.  Of these, the lowest bidder was deemed nonresponsive due to not meeting SBEDA subcontracting requirements thereby making Cal-Tex Interiors Incorporated the lowest responsive bidder as indicated in the attached bid summary matrix. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 25% Minority/Women Business Enterprise (M/WBE) and a 3% African American Owned Business Enterprise (AABE) subcontracting goal.  Cal-Tex Interiors Incorporated has agreed to meet the subcontracting participation goals.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to Cal-Tex Interiors Incorporated in the amount of $2,353,550.60 of which $242,520.00 will be reimbursed by SAWS for the Southcross Boulevard (I-37 to I-35), a 2017 Bond funded project, located in Council District 3.

ALTERNATIVES:

 

As an alternative, City Council could require staff to re-advertise this project; however, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $2,353,550.60 payable to Cal-Tex Interiors Incorporated of which $242,520.00 will be reimbursed by SAWS for the Southcross Boulevard (I-37 to I-35) Project. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Cal-Tex Interiors Incorporated in the amount of $2,353,550.60 of which $242,520.00 will be reimbursed by SAWS for the Southcross Boulevard (I-37 to I-35) Project.
