Contract Amendment: 2017 Bond Program Pedestrian Mobility & Streets Task Order Contract Package 6
SUMMARY:
An ordinance approving the execution of an amendment in an increased amount not to exceed $906,487.12 to the $3,625,948.50 2017 Bond Pedestrian Mobility & Streets Task Order Contract Package 6 with Pinnacle Concrete Construction, LLC to provide as needed construction services for pedestrian mobility and street improvements projects located citywide. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.
BACKGROUND INFORMATION:
On May 6, 2017, voters approved the 2017 Bond Program, which authorized $48 million for Pedestrian Mobility & Street improvement projects in Council Districts 1, 2, 3, 4, 5, 6, 7 and 9. These contracts are utilized to complete sidewalks to accomplish the project scope. Projects are being identified and selected in coordination with Public Works staff and respective Council District offices.
Previous Council Actions
On November 14, 2019, City Council approved a 2017 Bond Program Pedestrian Mobility & Streets Task Order Contract Package 6 with Pinnacle Concrete Construction, LLC in an amount not to exceed $3,625,948.50 for construction services for multiple pedestrian mobility projects to be delivered through the 2017 Bond Program through Ordinance 2019-11-14-0957. There have been no previous amendments to this contract. The proposed amendment for additional construction services will increase the contract by $906,487.12 to a total contract amount of $4,532,435.62.

This amendment will authorize and compensate Pinnacle Concrete Construction, LLC for additional construction services for pedestrian mobility and street improvements projects located citywide.
ISSUE:
This ordinance approves the execution of an amendment in an increased amount not to exceed $906,487.12 to the $3,625,948.50 2017 Bond Pedestrian Mobility & Streets Task Order Contract Package 6 with Pinnacle Concrete Construction, LLC to provide as needed construction services for pedestrian mobility and street improvements projects located citywide.
The purpose of these types of contracts is to handle multiple pedestrian mobility projects, improve efficiency, expedite project delivery and complete 2017 Bond Pedestrian Mobility & Streets projects. The amendment to the 2017 Bond Pedestrian Mobility & Streets Task Order Contract Package 6 will provide for the construction of sidewalks and other additional construction related work required for the completion of pedestrian mobility and street projects located in Council Districts 1, 2, 3, 4, 5, 6, 7 and 9. This contract will continue to be utilized for projects identified and selected in coordination with Public Works staff and respective Council District offices.
ALTERNATIVES:
As an alternative, City Council could request staff to solicit a new package for construction; however, considering the additional time required for another solicitation process would adversely affect the timely completion of the 2017 Bond Pedestrian Mobility & Streets projects located in Council Districts 1, 2, 3, 4, 5, 6, 7 and 9.
FISCAL IMPACT:
This ordinance authorizes the execution of an amendment in an increased amount not to exceed $906,487.12 to the 2017 Bond Program Pedestrian Mobility & Streets Task Order Contract Package 6 with Pinnacle Concrete Construction, LLC to provide as needed construction services for pedestrian mobility and street improvements projects located citywide. Funds are available from the 2017 - 2022 General Obligation Bond Program and are included in the FY 2021 - FY 2026 Capital Improvement Program.
Requirements for each task shall be detailed in the individual task orders assigned. The City makes no minimum guarantee pertaining to the volume of work. All expenditures will be in accordance with the FY 2021 Adopted Capital Budget approved by City Council. If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.
RECOMMENDATION:
Staff recommends approval of an amendment with Pinnacle Concrete Construction, LLC for the 2017 Bond Pedestrian Mobility & Streets Task Order Contract Package 6 in an increased amount not to exceed $906,487.12 to provide as needed construction services for pedestrian mobility and street improvements projects.
