Grant Application for Construction Phase for the New Taxiway E Project at Stinson Municipal Airport
SUMMARY:
The Ordinance approves the submittal of a grant application and acceptance of funds from the Texas Department of Transportation (TXDOT) in the amount of $1,896,000.00 with the TXDOT's match in the amount of $1,706,400.00 and the City's match in the amount of $189,600.00 from the Stinson Revolving Fund for the construction of the New Taxiway E project at Stinson Municipal Airport. This ordinance appropriates funding and amends the FY 2021 - FY 2026 Capital Improvement Program.
As part of the grant requirement, TXDOT will administer the grant funds and oversee the project from design through project close out. This action will authorize the execution of all necessary grant documents.
BACKGROUND INFORMATION:
The Aviation Division of TXDOT and the Aviation Department have worked to develop a project at Stinson to design and construct a parallel taxiway (Taxiway E) to Runway 14/32 to enhance future development of the adjacent land and safety by reducing the runway crossing once the land is developed. In September 2019, City Council authorized Ordinance 2019-09-12-0715 for the design services and environmental assessment associated with the project.
As a condition of the grant program, TXDOT will be authorized as the agent for administrating all funds for these improvements, selecting the consultants and contractors and administering the contracts necessary for the implementation of these improvements. TXDOT must receive the matching funds and approval of City Council for the submittal of the grant application prior to advertising the project for construction.
