SUBJECT:

Submission and Acceptance of Grant Application for Senior Nutrition Program


SUMMARY:

This ordinance authorizes the submission of a grant to the Alamo Area Council of Governments (AACOG) for the Senior Nutrition Program and acceptance of up to $2,088,000.00 annually in funding for FY 2022 through FY 2023. This item also authorizes a total program budget of $3,288,000.00 which includes a cash match of $1,200,000.00 and a personnel complement of 15 positions.

This ordinance also authorizes Memoranda of Agreements with educational and community-based organizations to support program operations. Furthermore, this ordinance authorizes the Director of the Department of Human Services (DHS) to initiate, negotiate, and execute all necessary documents to effectuate the acceptance of the referenced grant, and to execute contract amendments pertaining to this contract. This ordinance also authorizes the acceptance of additional funding, if awarded, in an amount up to 20% of the total amount awarded to the grant.


BACKGROUND INFORMATION:

Since 1973, through a combination of General Fund and AACOG grant funding, DHS has provided congregate meals to seniors 60 and over living in San Antonio and Bexar County.

Prior to COVID-19 pandemics, the program served approximately 2,500 meals daily, Monday through Friday, at 50 city and partner operated nutrition sites and comprehensive senior centers located throughout the community. In FY 2021, in response to the pandemic, nearly 3,400 meals were provided daily via curbside pickup and delivery to older adults participating in the program.


ISSUE:

In April 2021, AACOG released a Request for Proposal (RFP) for the senior nutrition program for a two-year grant term. RFP submission are due by May 28, 2021.
