Competitive Grants Contract Amendments
SUMMARY:
This item includes a briefing and Board action to approve amending the Competitive Education Grant contracts to extend the contracts for one additional year, and increase the contract value by up to $2,700,000.00 for a total amount not to exceed $5,400,000.00.
BACKGROUND INFORMATION:
To achieve the goal of systematically creating a comprehensive, high-quality early learning system in San Antonio, Pre-K 4 SA’s Competitive Grants will invest in early learning programs to expand or enhance educational opportunities for four-year-olds in San Antonio, especially programs that target underserved students.
The RFP for the Competitive Education Grants for Pre-K Four Programs was released on December 20, 2019 for the 2020-2021 school year. The grants program normally operates on a two-year award cycle, however due to Pre-K 4 SA’s 2020 reauthorization, awards were only provided for one year. This briefing and Board action represent the mid-cycle renewal that would have taken place for awarded agencies.
Although current awardees are the only entities eligible for awards for Fiscal Year 2022, awardees are still required to apply and submit a proposed plan for consideration and approval. The following is the timeline with major milestones Pre-K 4 SA will utilize to finalize awards:

Based on this evaluation process, Pre-K 4 SA staff has identified high-quality investments to recommend for funding for FY22.
ISSUE:
This item includes a briefing and Board action to approve amending the Competitive Education Grant contracts to extend the contracts for one additional year, and increase the contract value by up to $2,700,000.00 for a total amount not to exceed $5,400,000.00.
ALTERNATIVES:
If the Board does not approve extending the contracts for one additional year with an increase contract value of $2,700,000.00, Pre-K 4 SA will not be able to fund quality grants program initiatives for FY22.
FISCAL IMPACT:
Funding for Competitive Grant awards is available in the FY 2022 Annual Operating Budget.
RECOMMENDATION:
Staff recommend the Board approve amending the Competitive Education Grant contracts to extend the contracts for one additional year, and increase the contract value by up to $2,700,000.00 for a total amount not to exceed $5,400,000.00.
