Annual Contract for Testing and Balancing of Building Systems


SUMMARY:

This ordinance authorizes a contract with LCCx, LLC to provide testing, adjusting, and balancing of HVAC systems services on an on-call basis for City of San Antonio departments as coordinated through the Public Works Department for an estimated annual amount of $50,000.00. Funding for this contract is available through the FY 2021 Adopted Budget and FY 2021-FY 2026 Capital Improvement Program.


BACKGROUND INFORMATION:

Submitted for Council consideration and action is a proposal submitted by LCCx, LLC for the testing, adjusting, and balancing (TAB) of HVAC systems services on an on-call basis at City facilities. The TAB services may be performed on new or existing municipal facilities or equipment and may range in scale from strategic planning of systems, evaluation of design data, examining design data description, inspections, and evaluation of systems output or environmental conditions, reporting, system recommendations, documentation, and step-by-step procedural write-up. The City is currently responsible for these services on an as-needed basis at approximately 881 facilities, which are either City-leased office spaces or owned by the City.

The City issued a Request for Competitive Sealed Proposals (RFCSP) for the Annual Contract for Testing and Balancing of Building Systems on August 24, 2020, with a submission deadline of September 25, 2020. The RFCSP was advertised in the San Antonio Legal News, dba The Hartbeat, San Antonio e-Procurement System, City's Bidding and Contracting opportunities website, TVSA, and outreach notices were sent notifying potential respondents of the RFCSP and how to apply.
