SUBJECT:

 

New Projects for FY 2021 Aviation Capital Budget

 

 

SUMMARY:

 

Approving the following Ordinances amending the Aviation Capital Budget within the FY 2021 - FY 2026 Capital Improvement Program:

 

A. Ordinance authorizing the amendment of the Aviation Capital Budget within the FY 2021 - FY 2026 Capital Improvement Program to include the Baggage Handling System (BHS) Expansion project, establish its budget and appropriate funds in the amount of $600,000.00 for FY 2021.

 

B. Ordinance authorizing the amendment of the Aviation Capital Budget within the FY 2021 - FY 2026 Capital Improvement Program to include the Terminal A Gate Expansion project, establish its budget and appropriate funds in the amount of $300,000.00 for FY 2021.

 

C. Ordinance authorizing the amendment of the Aviation Capital Budget within the FY 2021 - FY 2026 Capital Improvement Program to include the Transportation Security Administration (TSA) and Airport Police K-9 Building project, establish its budget and appropriate funds in the amount of $100,000.00 for FY 2021.

 

Approval of these ordinances will create new projects in the FY 2021 - FY 2026 Capital Improvement Program and Aviation Capital Budget and authorize the expenditure of funds in support of the projects. The remaining funds not included in the FY 2021 appropriation will be appropriated in future fiscal years, subject to the approval of City Council approval of the annual budget.

 

 

BACKGROUND INFORMATION:

 

As the passenger levels return to 2019 levels at a more rapid rate than our modeling effort predicted, and new and current airlines announce plans to initiate new and expanded air service this summer and fall, the airport would like to initiate design work on three new capital projects. By initiating design work earlier on these projects, the Aviation Department will be able to deliver the following projects faster, providing improvements to the baggage handling system that serves both terminals; an additional gate area in Terminal A for the additional air service; and, renovating an airport-owned building to house the new Transportation Security Administration (TSA) passenger-sniffing canine units to process passengers through our checkpoints more efficiently. By initiating this work in May, rather than waiting for the approval of the FY 2022 Aviation Capital Budget, the Aviation Department will be able to provide these projects that support new air service, passenger experience and security faster.

 

A. Baggage Handling System Expansion

 

This project will expand and modify the current In-Line Baggage Handling System (BHS). The BHS became operational in 2011 and handles the screening of passenger baggage for both terminals. The system requires expansion and upgrading to meet the current and projected passenger levels and upgrading components and systems for the next 15 to 20 years.

 

The scope of work will design and make improvements to the surveillance, access control, electrical notification, mechanical (HVAC), and IT infrastructure systems within the BHS. The project will also design and construct up to three additional in-line security processing lanes, check baggage (CBIS) room, mechanical support space, equipment (conveyors) electrical motor apparatus, distribution systems, and other critical devices and systems.  The scope should include the modifying of existing line and systems to meet the demand for a comprehensive complex passing all system test. 

 

The funding in the amount of $600,000.00 for FY 2021 will allow Jacobs, an approved general engineering consultant, to initiate design work. The total project budget, including design and construction, is $35,000,000.00 project.

 

B. Terminal A Gate Expansion

 

The FY 2021 - FY 2026 Capital Improvement Program includes the Terminal B Gate Expansion project which will add two additional gates to Terminal B, funded by the Aviation Capital Budget. To meet anticipated air service demand needs, the Aviation Department would like to modify Terminal A to include an additional gate and solicit the work for both terminals in one construction package. To meet this goal, design work for Gate A16 needs to commence prior to October 1, 2021.

 

The scope of work will design and fund the terminal renovations for a new gate at the north end of Terminal A. The project will include boarding gate area, a new passenger boarding bridge, aircraft parking layout striping and the retrofit of an existing area for a new gate area for passengers.

 

The funding in the amount of $300,000.00 for FY 2021 will allow Jacobs and RS&H, approved general engineering consultants who is program managing and designing the Terminal B Gate Expansion project, to initiate the program management and design work. The total project budget for design and construction is $7,000,000.00.

 

C. Transportation Security Administration (TSA) and Airport Police K-9 Building

 

In March 2021, TSA informed the Aviation Department of its intent to provide four passenger sniffing canine units. TSA deploys these units to improve security and speed up the process for passengers through the security checkpoints. The Aviation Department is responsible to identify support space with office and kennel space as well as access to outdoor relief areas for the canines.

 

The scope of work will design and renovate Building 1250, the former Avis site at 9215 John Saunders Road, to house the four TSA canine units and relocate the six Airport Police canine units from their current location. The project will include the conversion of vehicle bays into climate-controlled canine holding areas/sanitary space and the construction on a covered, outdoor canine run area. The building renovations include upgrading the HVAC system and restrooms to be ADA-compliant, installing new flooring and replacing ceiling tiles.

 

The funding in the amount of $100,000.00 for FY 2021 will allow RS&H, an approved general engineering consultant, to initiate work. The total project cost including design and construction is $1,295,800.00

 

 

ISSUE:

 

City Council authorization is required for new capital projects.

 

Approval of these three ordinances will allow the Aviation Department to issue task orders to approved general engineering consultants to initiate design work.

 

 

ALTERNATIVES:

 

City Council could elect to not approve the three Ordinances and allow the creation of the proposed new capital projects in May 2021. This decision would delay the design work to begin on the BHS Expansion, Terminal A Expansion, and TSA and Airport Police Canine Building projects until City Council considers and approves those projects as part of the FY 2022 - FY 2027 Aviation Capital Budget.

 

 

FISCAL IMPACT:

 

This action will appropriate a total amount of $1,350,000.00 in FY 2021 for the projects, amend the Aviation Capital Budget within the FY 2021 - FY 2026 Capital Improvement Program and establish their project budgets which total $45,482,490.00. The remaining funds not included in the FY 2021 appropriation will be appropriated in future fiscal years, subject to the approval of City Council approval of the annual budget.

Staff recommends approval of these ordinances that amend the Aviation Capital Budget within the FY 2021 - FY 2026 Capital Improvement Program to establish three capital improvement projects and their budgets.
